About this file

This document is a Sole Source (Including Brand Name) Justification for a federal contract to acquire Aviation Body Armor Vests (ABAV) for the Air Force Special Operations Command (AFSOC). The acquisition is for FirstSpear brand Aviation Body Armor Vests in small, medium, large, and X-large sizes, specifically designed for male and female aviation personnel. The vests are critical safety items for Special Mission Aviators, including components like Tactical Aid to Flotation and Padded Ballistic Inserts, and are approved as "Safe to Fly" by AFLCMC/ROU Human Systems Division.

The contract will be a single award, firm fixed-price procurement, with the 27 Special Operations Contracting Squadron (27 SOCONS) as the contracting activity. The justification highlights that while market research identified several small businesses capable of providing ABAV products (including woman-owned, service-disabled veteran-owned, and small disadvantaged businesses), this specific procurement is for the FirstSpear brand due to unique safety requirements and approvals from AFSOC headquarters. The acquisition will be published on the System for Award Management (SAM.Gov) to ensure vendor visibility, with the anticipated government cost deemed fair and reasonable based on previous acquisitions.
