About this file

This document is a Request for Information (RFI) with detailed answers regarding a mini bike procurement for the Department of the Air Force Special Operations Command. The solicitation (FA485525Q0033) seeks 12 Kawasaki KLX110L mini bikes or equivalent models with specific technical requirements, including matte finish colors (forest green, black, tan, or grey), blacked out plastics with no decals, a 350# rear suspension capable of supporting 300lbs rider/equipment, a small digital hour meter, and an IR headlight with 940nm wavelength illuminating 50-100ft. The bikes must maintain at least 5 inches of suspension travel and be able to operate in blackout conditions over rough terrain at 20-30 mph.

Delivery requirements specify all 12 bikes must be delivered by September 30, 2025, with same-time delivery preferred. Additional specifications include a three-switch light system (On/Off/IR), completely blacked out configuration with no visible lights except IR, and modifications such as a completely black seat replacing the stock version. The bikes are expected to accommodate riders around 5'10" in height, with front suspension that prevents bottoming out when traversing uneven ground while maintaining rider comfort and operational performance.

27 SOSS/MST Mini Bikes RFI’s

· Does the Government want the green panels in addition to the requested grey panels? Or are factory grey bikes acceptable?

· Colors need to be subdued i.e. all bikes need to be one of the following colors in a matte finish, forest green, black, tan or grey.

· Engine hour meter: any specifications? or just a small digital hour meter visibly mounted sufficient?

· A small digital hour meter visibly mounted is acceptable.

· IR Headlight: any specification? Is an LED IR light mounted to the handlebars acceptable? (with on/off switch and install kit)

· That is acceptable however, the bike needs to be able to go completely black out with no lights on other than IR in the 940nm wavelength reaching out to 50-100ft of illumination.

· Upgraded rear suspension: Is there a target Specification? 250# Spring? 300# Spring? 350# Spring? 250's are fairly readily available, 300's and 350s are somewhat harder to source (longer delivery time).

· 250# is not acceptable, we expect average rider plus gear to weigh 300lbs. 350# is required. Need to maintain as much suspension travel as possible to travers rough, uneven terrain at speed.

· what are the requirements/ needs for the IR headlight? Are there any special uses for these bikes needing a specific IR headlight?

· Bike needs to be able to go completely black out with no lights on other than IR. Light must be able to illuminate area 50-100ft in front of the rider.

· Do you have an example of the style of headlight that you are after on these bikes?

· Must have simple easy to use selector for Off/White light/IR and produce IR in the 940nm wavelength

· What type of “upgraded rear suspension” are you after?

· Support 300lbs of weight with minimal loss to suspension travel allowing travel over rough and uneven terrain.

· The KLX 110R L comes in gray so is it alright to quote that model and we will remove all the logo's?

· Gray is acceptable if it is a matte finish, no gloss, all bikes need to be one of the following colors in a matte finish, forest green, black, tan or grey

· The seat on all the units has Kawasaki on it, do you need us to quote the products with a complete black seat to replace the stock version?

· Yes

· We have a light that switches from White light to IR on a three-switch system (On/Off/IR on), will this be acceptable?

· Yes, as long as it fits the criteria stated above.

· What is the end use case for these items?

· Be able to ride in black out conditions over rough, uneven terrain at 20-30mph with 300lbs total weight between rider and gear.

· Are there any specific details you can provide to clarify the rear suspension upgrade requirements? Is the expectation an increased weight, a specific product installed or a height and weight adjustment? Is there a requirement to adjust the front forks to match this rear suspension upgrade?

· The bikes need to be capable to support 300lbs rider/equipment and maintain at minimum 5in of travel in the rear. Have the front suspension capable of supporting the 300lb weight without being too stiff or bottom out going over rough ground. Ride height should be comfortable for individuals 5’10” in height.

· What is the need date for delivery of all 12 bikes? Can the bikes be delivered over a period of time or must they all be delivered at the same time?

· 30 Sept 25, same time delivery is preferred, delivery over time is acceptable as long as all are delivered by 30 Sep 25.

· Within the RFQ, a specification for gray plastics is identified, but a reference to green is also listed. Are either acceptable?

· All colors need to be subdued with no logos, matte finish, no gloss, all bikes need to be one of the following colors in a matte finish, forest green, black, tan or grey

· Blacked out fender flares means what? What do you consider a fender flare? The rear fender needs to be black? There's not a line item for the blacked out fender flares, so does this mean it needs to be included in one of the other line items?

· Blacked out refers to all plastics (i.e. fenders, gas tank, covers) need to be decal free, no logos or anything that can be reflective, not necessarily the color black but sanitized.
