Repair Taxiway Mike & Delta Pre-Solicitation Notice

This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The 27th Special Operations Contracting Squadron (27 SOCONS) hereby announces its intent to issue a solicitation entitled, "FA485521R0019, B60 Courthouse Renovation at Cannon Air Force Base (CAFB), New Mexico (NM)" as described within this announcement.
This project is a firm-fixed-price solicitation, utilizing Sealed Bidding procedures prescribed in FAR Part 14. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) requesting bids, which will follow this announcement and will take place no sooner than 15 calendar days from the publication of this announcement.
Project Description: This construction project is to renovate Building 60 at CAFB, NM in accordance with the provided Statement of Work (SOW), As-built drawings, and Specifications.
The project includes demolition and disposal of existing drywall, ceiling grid, carpet in multiple rooms, select non-load bearing walls, doorways, and bathrooms. Additionally, walls will be reconfigured and constructed to facilitate a new layout that will accommodate ADA compliant bathrooms. Walls shall be refinished and painted, new carpeting and base cove shall be installed in multiple rooms, and new ceiling grid and tile will be installed throughout.
The estimated Period of Performance (PoP) is not to exceed (NTE) 180 calendar days.
Project magnitude is between $500,000 and $1,000,000.
This is a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set-aside.
All responsible offerors who are certified SDVOSB concerns IAW FAR 19.1403 are encouraged to participate in the Invitation for Bid.
To be considered for award, a bid must comply in all material respects with the invitation for bids, including but not limited to the Statement of Work, Specifications, and Drawings. The offeror shall furnish a bid guarantee with at least 20% of the bid price but shall not exceed $3 million, whichever is less, pursuant to FAR 52.228-1. Such compliance enables bidders to stand on an equal footing and maintain the integrity of the sealed bidding system. Bids shall be filled out, executed, and submitted in accordance with the instructions in the invitation. Bidders must submit bids to be opened at the time and place stated in the solicitation for the public opening of bids. The use of electronic commerce is authorized for submission of bids.
Evaluation of bids: Bids shall be evaluated without discussions and will be evaluated based on price and price-related factors.
AIR COMMANDOS
A firm fixed-price contract will be awarded to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.
Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov.
Offerors who cannot meet the bonding capabilities, but are otherwise interested in proposing on this requirement, are encouraged to seek financial assistance via the SBA Surety Bond Guarantee Program. For Federal Contracts, the SBA guarantees bid, payment, performance, and ancillary bonds issued by surety companies-if a guarantee would be in the best interest of the Government.
This program supports contracts up to $10 million. SBA reimburses surety companies in case of default 90 percent of less sustained for veteran and service-disabled veteran, minority, 8(a), and HUBZone-certified small businesses; all projects up to $100,000, and 80 percent for all other small businesses.

Due to the Coronavirus Disease 2019 (COVID-19) precautions, 27 Special Operations Wing (SOW) requires all personnel to follow the state of New Mexico’s public health guidance. 27 SOW also requires an exception to policy (ETP) for all out-of-county (Curry County) travelers that require access to Cannon AFB, NM.
