STATEMENT OF WORK

Protestant Religious Education (PRE) Coordinator

Cannon AFB Chapel, Clovis NM

1. Scope of Work. This is a non-personal service contract to provide services as a resource person, advisor, and coordinator of religious education for the Cannon Air Force Base Protestant Chapel Community. The coordinator consults and coordinates with the Protestant Chaplain, who in turn monitors the contractor's work. The PRE coordinator will:

1.1. Accomplish the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. The environment in which this contract is implemented is a religiously pluralistic and sensitive arena of numerous faith groups and denominational traditions.

1.2. Provide services for Protestant Religious Education Coordinator for adult, youth and children programs throughout the year to include a summer program – as specified by the Lead Faith Group Chaplain. Contractor will administrate, coordinate, and lead if necessary, the protestant religious education program design. Contractor will execute the implementation of programs for adults, youth, and children, as well as to assist in building a solid foundation for spirituality, Christian living, and service through reflection upon life experience according to Protestant Christian beliefs.

1.3. Within 30-days of notice of award, the PRE coordinator will develop and submit a yearly religious education plan to include a calendar of events to the Lead Faith Group Chaplain.

The plan should include both virtual and in person opportunities and capabilities. The Lead Faith Group Chaplain will provide guidance to the contractor in creating a religious education program to ensure appropriate planning; budgeting and religious education purchase timelines are met. Coordination with the Lead Faith Group Chaplain should occur at a minimum, once per week.

1.4. Be responsible for weekly coordination to accomplish the religious education program to include a 30-day publication period for any activities requiring community awareness.

The PRE coordinator will ensure that respective coordination occurs to include completing all appropriate facility and budget authorization forms prior to event or activity to prevent schedule conflicts. Any deliverables will be coordinated with the Chapel Staff member overseeing the event or activity.

1.5. Assist with volunteer recruitment, i.e. teachers, assistants and religious education teacher training; coordinate program needs with Lead Faith Group Chaplain.

1.6. Coordinate with volunteers to support the Religious Education program and comply with chapel volunteer program requirements as it pertains to DoDI 1100.21, Voluntary Services in the Department of Defense and AFI 52-101 Chapter 6, Chapel Volunteer Programs.

1.7. Organize at a minimum two (2) volunteer teacher training events each year, one in the fall months and one in the spring months, and coordinate with Lead Faith Group Chaplain and Religious Affairs Airman for additional support and guidance. Training should include orientation for new volunteers on facility, funding, and religious education guidance as well as available resources. Provide additional workshops for special programs, e.g., kids participating in a musical, summer religious education program, special Christmas, or

Easter program. These trainings may need to be provided virtually (to include digital production/presentation via a media platform), in the event facilities are not available or due to Public Health guidance.

1.8. In the event that there is less than three (3) volunteers, the contractor will lead/provide services in the classroom.

1.9. Plan and execute an annual event to recognize and honor volunteers; coordinate requirements with chapel personnel appointed to manage the overall volunteer program.

This annual event may need to be provided virtually (to include digital production/presentation via a media platform), in the event facilities are not available or due to Public Health guidance.

1.10. Coordinate Lead Faith Group Chaplain’s plan for special events e.g. Christmas program, Vacation Bible School, Easter Events to include volunteer support. Provision of these services is required virtually if we do not have facilities available. PRE coordinator will have the ability to set up and utilize virtual meeting software and resources (Zoom, GoToMeeting, etc.).

1.11. Create and coordinate appropriate publicity and inform base personnel and chapel attendees through approved and available media resources like AT Your Service Magazine, Chapel and base bulletin boards, base marquees, or other advertisements, broadcast, or communication means, to include social media platforms (e.g., Facebook, YouTube, Flocknote. Etc.).

1.12. Prepare and coordinate program calendar, program booklets, bulletins or information booklets with Lead Faith Group Chaplain.

1.13. PRE coordinator will change out bulletin board theme and official social media platforms on designated space for Protestant program; coordinate with Lead Faith Group Chaplain on theme objectives and ensure it is approved by the Wing Chaplain.

1.14. Participate in Protestant council meetings and/or staff meetings as scheduled. Participation may be done virtually, if gatherings are restricted due to Public Health guidance.

1.15. Record and retain statistical data related to religious education programs and provide data to Lead Faith Group Chaplain for Chaplain Corps records no later than 1 week after the program or event. Provide an after action report to Lead Faith Group Chaplain following any special program with the format provided by Lead Faith Group Chaplain. Retain a record of religious education enrollment and attendance. Coordinate record retention with personnel assigned to manage Chapel Official Records.

1.16. PRE coordinator will coordinate with Chapel Tithes and Offerings Fund (CTOF) Account Manager for guidance related to CTOF. Coordinate CTOF funding requests, either self-initiated or volunteer initiated, with CTOF Account Manager for proper CTOF utilization.

All CTOF funding requests must be approved by the Lead Faith Group Chaplain prior to final coordination and approval.

1.17. Arrive at least one-half hoour prior to the beginning of scheduled religious education class, program, or event. Unlock doors, if not already open, and secure at the conclusion of the class, program, or event, if applicable. In the event that there are no in-person services/gatherings due to Public Health guidance, the contractor will provide an update to

Lead Faith Group Chaplain that virtual programming are ready as a contingency.

Contractor must have the skills to utilize virtual electronic software and apps (ie: Zoom, FaceTime, etc.) to provide scheduled religious education.

1.18. Adhere to all Cannon Chapel operating instructions and policies, and all applicable Air Force policies, directives and instructions.

1.19. PRE coordinator will serve as a Program Leader during semi-annual Chaplain Corps Financial Working Group meetings; contribute information to annual plan development as it pertains to the religious education program.

1.20. Adhere to computer security requirements and usage.

1.21. Solve matters at the lowest level and utilize Chain of Command if needed.

PRE coordinator will not remove government owned equipment from Chaplain Corps Facilities without properly signing it out per current chapel procedures.

1.22. Within 10 days after award, the PRE coordinator will review and sign chapel non-disclosure agreement. Privileged communication may be inadvertently overheard or received through phone calls and conversations. PRE coordinator must protect all confidential and privileged communication.

1.23. PRE coordinator will adhere to the protection of personally identifiable information in accordance with the Privacy Act.

1.24. Arrange for facility use, equipment, and supply needs in accordance with local policy and procedures, ensures coordination and security for facilities, equipment and/or materials used in the program.

2. Education and Experience.

2.1 Must have areas of experience including (but not limited to) administration, program coordination, education, Bible studies, volunteer work or customer service work.

2.2 Must possess a bachelor’s degree or graduate level certificate (in Christian Education or

Biblical Studies.,) and at least two (2) years of verified Christian Education teaching experience.

2.3 Furnish a resume, including academic transcripts, and related references validating required experience listed above.

2.4 Must include a 1-page statement of faith to include conversion experience and faith journey.

2.5 PRE coordinator shall maintain a neat, clean, and well-groomed professional appearance and conduct himself or herself in a business-like manner.

2.6 PRE coordinator shall possess confident communication and interpersonal skills a well as basic computer and work processing skills (demonstrating a basic knowledge of Word, PowerPoint, Excel, and Publisher).

3. The Wing Chaplain Shall.

3.1 Work with the Lead Faith Group Chaplain to review the contract annually to consider exercise of option.

3.2 Ensure necessary supplies and equipment are provided to the contactor to accomplish services described in this statement of work.

3.3 Coordinate with the Base Security Office to process all necessary security checks required for the contractor to have access to the base Non-secure Internet Protocol Router Network (NIPRNet) systems and work with children.

4. Quality Control Plan.

4.1 PRE coordinator shall develop and submit, within 30-days of notice of award, a quality control plan (QCP) to ensure services are performed in accordance with this SOW. The QCP shall be submitted to the Contracting Officer for review and approval. The QCP shall include procedures to identify, prevent, and ensure there are no defective services.

The Lead Faith Group Chaplain shall notify the Contract Specialist or Contracting Officer, at least quarterly, if the Contractor is not in compliance with their QCP.

4.2 The government shall evaluate the contractor’s performance in accordance with the

Contractor’s Quality Control Plan. This QCP is primarily focused on what the Contractor shall do to ensure they are performing all requirements standards in this SOW.

5. Place of Performance: The work to be performed under this contract will be performed at the Chapel located at 104 W. Albright Avenue, Cannon AFB, NM 88103 or at other approved locations where a chapel-sponsored religious education program is occurring. If services must be provided virtually due to Public Health guidance, the contractor will coordinate with the Lead Faith Group Chaplain to establish a suitable place of performance. The contractor will establish a virtual program, ensuring that parishioners are contacted in a timely manner.

6. Safety.

6.1 The Contractor will be familiar with and implement fire and safety practices in accordance with OSHA, Federal, State, and Local laws to prevent accidents and preserve the life and health of himself or herself and any personnel performing, or in any way affected by the performance of, this contract.

6.2 No contractor reporting for duty who appears to have recently consumed alcohol shall be allowed to perform and cannot invoice for uncompleted services.

7. Security.

7.1 Within 10-days of notice of award, contractor shall submit an application for a

Background Check in accordance with public Law 101-647, Section 231 (Crime Control Act of 1990 and Department of Defense Instruction (DoDI) 1402.5, Criminal History Background Checks on Individuals in Child Care Service Position) and AFI 52.101, Planning and Organizing, for all employees having contact with children below the age of

18. An adverse finding from this investigation at any time will result in termination of services.

7.2 The Contractor shall ensure all volunteers working with minors under 18 years of age receive a background check as required in DoDI 1402.5 and AFI 52.101 and ensure specified and non-specified volunteers are wearing the appropriate badge indicating background check status and requirement for Line of Site Supervision for children under 18 years of age.

7.3 The Contractor will implement procedures that ensure the security of government property and facilities. The Contractor shall ensure that all facilities used are properly secured, doors and windows locked upon departure when Chaplain Corps personnel are not present.

7.4 Keys. Be responsible for keys provided. Keys may not be duplicated. All keys will be returned on revocation of this contract. Contractor shall report any lost or misplaced keys upon discovery of the occurrence.

7.5 Comply with all necessary computer based training as mandated by Air Force and local installation policy.

8. Identification of Contractor Employees. All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor will be required to wear applicable identification badge designating level of background check completed during chapel children’s programs.

9. Contractor Travel. Contractor may need to travel within the Continental United States

(CONUS) to attend meetings, conferences, and training applicable to religious education programs. Contractor may be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) if the 27 SOW/HC has appropriated funds available and the meeting, conference, and training would benefit the Protestant religious education program.

10. Projected Work Schedule. The contractor shall maintain office hours at the Cannon Chapel at least 3 days during each week in addition to Sunday. Additionally, the contractor will perform service primarily during business hours, which is between the hours of 9:00 a.m. – 3:00 p.m., Monday through Friday, Sunday mornings, and evenings or weekends during scheduled religious education programs. The contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW.

When hiring additional personnel, the Contractor shall keep in mind the stability and continuity of the workforce are essential.

10.1 Payments will be made only for services actually rendered based on the following: Normal duty will require an average of 20 hours per week. The primary hours shall be performed during the regular duty hours of the Chapel and on Sundays. These hours will include some evenings and Saturday work. One of the normal duty days will be performed on the day of the Cannon AFB Chapel staff meeting, of which the Contractor will attend.

Contractor may flex hours week to week to ensure they are maintaining an average of 20 hours per week. A monthly schedule will be arranged with the Wing Chaplain’s designee, posted and kept on file. Schedule must be publically available, posted on the Chapels bulletin board and on the Chapel’s Facebook page.

10.2 Billable time may include time spent on official chapel business, attending offsite meetings, going on supply runs and after hour’s communication.

10.3 Should the Chapel exercise closure due guidance from 27 SOW Public Health, these same hours will be maintained virtually by working remotely. Teleworking hours will need to be logged monthly and approved by the Protestant Chaplain each month. A teleworking plan must be approved by the Director of Religious Education (DRE).

10.4 Special engagements that may require PRE services include, but not limited to:

Communion (1st Sundays) Good Friday (Mar/Apr) Easter Vigil (Mar/Apr) VBS (Vacation Bible School (July/August) Thanksgiving (Nov) Christmas Eve (Dec 24) Christmas Day (Dec 25)

11. Period of Performance. The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.
