All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
1) The provision at FAR 52.212-2 Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Factor 1: Price
Factor 2: Technical Approach
Sub factor 1: Quality Control Plan
Sub factor 2: Hazardous Contingency Plan
Price: Award will be made to the lowest priced technically acceptable vendor. Offerors will be ranked lowest to highest. Only the lowest priced offer will be evaluated for technical capability. If the lowest offer is deemed technically unacceptable, the next lowest offer will be evaluated for technical acceptability. This process will continue until a determination of technical acceptability is made.
Technical Approach: The offeror shall submit a written approach that demonstrates a clear understanding of the overall contract requirements. Furthermore, the offeror shall specifically answer the following in its submittal:
1) Quality Control Plan. Offerors shall provide documentation addressing their approach on management and quality maintenance throughout the life cycle of the contract. This plan shall also include the offerors approach to equipment failure and how the offeror will ensure continued performance of scheduled service in case of equipment failure. Offeror must demonstrate knowledge/understanding of the limited availability of supplies/services in the area local to Cannon AFB, NM. Quality Control Plan shall be a maximum of 10 pages and IAW the requirements in AFI 44-108.
2) Hazardous Contingency Plan. The contractor shall address a plan for common hazardous contingencies that may occur, such as finding a needle in the linen. Hazardous Contingency
Plan shall be a maximum of 5 pages and IAW AFI 44-108.
Technical Evaluation: The quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable, each of the technical sub factors will be compared to the Statement of Work and AFI 44-108. Quotations will be assigned a rating of
Acceptable or Unacceptable for technical acceptability based off of the information provided.
Failure to address any factor listed above, may lead to an Unacceptable Rating. If a https://www.sam.gov/portal/public/SAM/ contractor is deemed acceptable, the Government will stop evaluations at that time and award to the lowest priced technically acceptable offer. See the table listed below for criteria of rating.
Technical Acceptable/Unacceptable Rating Criteria
Adjectival Rating Description
Acceptable Quotation meets the requirements of the
Statement of Work and AFI 44-108.
Unacceptable Quotation does not meet the requirements of the Statement of Work and AFI 44-108.
A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses having the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. An on-site pre-award visit is required. The potential awardee must demonstrate how their facility meets the minimum requirements stated in the pre-award checklist “Technical Exhibit 5” in accordance with the PWS prior to contract award.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the
Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
The Government reserves the right to conduct interchanges with one, some or all offerors.
