Section B: Description of the Supplies/Services Required

The MTF has requested a toll-free tobacco cessation quit line that grants individuals unlimited access to a cessation counselor from 0600-2200 MST daily, except for federal holidays. The counselor shall develop a cessation plan, which may include prescriptions, for an individual. A weekly follow-up shall be required for prescription refills. Reports detailing call date and length, cessation plan, and tobacco use shall be disclosed to the MTF quarterly.

Section C: Justification for Soliciting from a Single Source or Brand Name

The selection of the this single source is supported by AFMRA as a locally executed requirement based on some unique features of the American Lung Association (ALA) Cessation Program. The ALA program differs from other programs in that they offer all treatment options, to include medication, in one efficient package. They offer seven different medications approved by the US Public Health Service, which helps provide the customer with a barrier free tobacco cessation plan. Finally, The ALA Program allows for greater success as patients are contacted on a weekly basis for 8-12 weeks then again at the 7 month mark ensuring a higher rate of success than other programs.

Section D: Efforts to Obtain Competition

The end user pulsed the market and did initial market research to determine capable sources. It has been verified via web research that other sources do not provide reports to the MTF, a weekly check-in service, or access to specialists.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The clinic will continue to monitor the market to find vendors that are capable of fulfilling the requirements of the program.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
