FA4855-19-R-A013/ FA4855-20-B-0001 Questions and Answers

1. I’m following up to see if there will be a published list of Q&A(s) or other information that came out of the site visit?

Answer: I have requested on FBO for question to be submitted to me by 31 Oct at 10:00 am. Once those questions are compiled and answered they will be posted on FBO.

2. I could not find the Bid Guarantee Form in the Bid Documents. Could you please supply us with the form for our Surety?

Answer: No, the Government has never provided the form for the Bid Guarantee. Contractors must get the Bid Guarantee from their surety company. The Bid Guarantee must be included with the offeror’s bid at time of bid opening.

3. Will the Contractor be allowed a staging area? Solicitation mentions that there will be an expense for “storage,” please confirm.

Answer: Refer to Proposed lay down area DWG C-106.

4. Demolition of Asphalt and existing Base— Are all spoils going to be hauled off to a designated area or does it need to be hauled off site?

Answer: The Government does not have a designated area and will be required to haul off base and disposed of properly.

5. Is there a nearby dumpsite that can be used?

Answer: The City of Clovis has a dump. It’s the KTR responsibility to coordinate with them.

6. Is any of the asphalt to be recycled?

Answer: Not to be recycled for use on this project.

7. Solicitation lists Superintendent, SSHO, and QC Manager as required personnel. During the site visit it was stated that 2 people could perform all 3 functions. Please confirm.

Answer: Yes, IAW Specifications for Site Qualifications at 1.6.1.1.1.

8. To Confirm--This is not a Design Build project; the Contractor is to utilize the specs and drawings (“Final 100% submittal”) provided by the Government in the solicitation, correct?

Answer: This is not a Design build project, and yes the contractor is required to use the provided specifications and drawings (plans).

9. To Confirm--Contractor is to provide a set of Engineer stamped As-Builts when completed, correct?

Answer: No need to get the drawings stamped again.

10. Is there a borrow pit on site?

Answer: NO

11. Are we going to have weather days due to inclement weather?

Answer: In accordance with 52.249-10, Weather will be an excusable delay.

12. Are we going to pave during the winter?

Answer: CE suggest to start in the spring.

13. Will the Contractor have to submit an Environmental Impact Assessment plan?

Answer: Refer to Environmental Protection Requirements 1.4

14. This is a HUBZone set aside contract. What percentage of the work is to be performed by the HUBZone Contractor with its own forces?

Answer: In accordance with 52.219-3(d)(4)(i) . Construction by special trade contractors.

At least 25 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees.

15. Is NMGRT to be included in our bid price, or will it be added to the interim pay estimates and final contract amount?

Answer: Contractors are to include the New Mexico Gross Receipt Tax in their Bid price.

16. The specifications state the Contractor is to furnish the Government with an office onsite, and also requires the Contractor to have a QC Lab and Office onsite for its operations. Is this required, or can a Contractor use its existing offices and labs within the Clovis area, or at other locations within CAFB?

Answer: The KTR can use existing offices and labs within the Clovis area

17. Does the 4” underdrain run the entire length of the project under the curb on both sides of the roadway, or is it only at the locations of the slotted drains?

Answer: Yes, the underdrain will run the entire length of the project under the curb on both sides of the roadway.
