Justification and Approval Document
(JAD)
For
Other Than Full and Open Competition
27th SOSS/AFE
September 2011
(1) Agency and Contracting Activity:
Agency: 522 SOS/RA 511 N. Torch Blvd Cannon AFB, NM 88103
Contracting Activity: 27 th
SOCONS/CFLT
110 E Sextant Blvd Cannon AFB, NM 88103-5109
(2) Nature/Description of the Action:
The requested items are required to support the training and flying operations of the 522 SOS.
Polaris is the only manufacture that has been coordinated with multiple base agencies and the specific vehicles are already authorized for purchase. Having a different brand of vehicles would cause more training and maintenance for the squadron.
(3) Description of the Supplies/Services Required:
The contractor is to provide
2 (ea) 2011 Polaris Ranger Crew PST with accessories 1 (ea) 2011 Polaris Ranger Crew LE PST with accessories
(4) Statutory Authority:
10 U.S.C. 2304(c)(1) specified at FAR 6.302-1(c) – The justification should indicate that the use of such descriptions in the acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.
(5) Applicability of Authority:
FAR Part 6 requires this authority to be used when the supplies or services required by the agency are available from only one responsible contractor. Also, FAR 6.302-1(c) shows that this authority commonly applies to the acquisition of supplies or services when circumstances dictate that only one brand can furnish the services.
(6) Efforts Made to Obtain Additional Sources:
Under FAR Part 7.102(a)(2) we are required to conduct market research to obtain competition if possible. Polaris is the only source that can supply the vehicles approved by Wing management, Equipment Accountability, and Wing Ground Safety. A synopsis will be posted on FedBizOpps IAW FAR Part 5.
(7) Fair And Reasonable Cost Expectations:
The requirements under this acquisition have been reviewed and are considered fair and reasonable based on previous purchases made by 27 SOCONS and price comparison.
(8) Market Research Information:
Market research was conducted IAW FAR 10.001(a)(2). GSA was searched and Polaris products were not found. Open market was then search and multiple Small business companies were found that can provide the product.
(9) Other Facts Supporting Use Of Exception:
Polaris vehicles for both home station and contingency minimize and streamline the training and maintenance of the squadron. The vehicles will also be used for our control offices at Melrose Range and other ranges.
(10) List Of Interested Sources:
Zia Power sports Rocky Mountain Supply Motor Sports of New Mexico
(11) Steps To Encourage Future Competition:
Market research will be completed as required by FAR 7.102(a)(2) and IAW FAR 10.001(a)(2) prior to a new contract being awarded in the future.
(12) Technical/Requirements Personnel Certification:
“I hereby certify that the information provided for this justification and approval document for other than full and open competition is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.”
Jaefen Thielker, CAPT, USAF Technical Expert Date
