STATEMENT OF WORK

FOR

HOODS AND DUCTS CLEANING SERVICES

1. SCOPE: The contractor shall provide all management, tools, supplies, equipments and labor necessary to ensure that hood and duct cleaning services are performed in a satisfactory manner.

2. SERVICES: The contractor shall inspect, clean, and maintain hoods and ducts systems in accordance with National Fire Protection Association (NFPA) Standard 96 and applicable local, state, and federal rules and procedures. Work to be accomplished includes the following major items: Cleaning of exhaust ducts, hoods, exhaust fans, immediate exterior roof/wall surface areas, and other related components as determined by the inspector.

3. PERFORMANCE:

3.1. Steam/Hot Wash Cleaning: All exhaust systems shall be cleaned by the steam/hot water wash cleaning method.

3.2. Contractor Cleaning: Shall consist of the complete removal of all grease, dirt, lint, dust and combustible or flammable substances from the interior of all metal surfaces of the exhaust systems. Manual hand scrubbing and scraping may be used when determined by contractor, and approved by the inspector, as best method necessary to facilitate cleaning. Surfaces shall be cleaned to bare metal. Disposal of grease and water will be to the facility grease trap sewer only.

3.3. All work, materials, and equipment utilized in the performance of this contract will conform to Federal, State, and Base regulations, manuals, and codes applicable to this work as directed by the Cannon Fire Prevention Office.

3.4. The Contractor will contact the facility managers of each facility at least one week in advance to schedule adequate “closed time” to allow for cleaning without facility personnel or customers in the immediate area (15 feet). The agreed upon date and time will be provided to the Base Fire Prevention Office within 24 hours of the agreement.

3.5. Contractor will move all furniture and fixtures necessary to provide service and reposition those items at completion of service.

3.6. The Contractor is not required to move cooking pans, utensils, baking sheets, etc. from adjacent counter tops and shelves as this is a facility manager responsibility.

3.7. The Contractor will use draped plastic and containers to catch water, grease and cleaning solutions so as to prevent damage to areas adjacent to units being cleaned.

3.8. Upon completion of exhaust system cleaning, the contractor will clean the immediate work area, at a minimum, to the condition that existed prior to the cleaning.

3.9. The Contractor is required to coordinate the relighting of all pilot lights after reconnection of any equipment that was disconnected or that had fuel supplies turned off to facilitate the cleaning.

3.10. The Contractor will notify the facility manager to coordinate the procurement and/or repair of broken and/or unserviceable filters and equipment which may be discovered during the cleaning. The Contractor may be required to provide reimbursement for any damage resulting from their cleaning actions.

3.11. The Contractor will submit a report following each service of all system tests, inspections, and maintenance accomplished. Reports will include a record of conditions, inspection results, and preventative or corrective maintenance performed on the system. A single document may be submitted for all work completed within seven day periods.

4. ACCIDENTAL DISCHARGES: The Contractor shall be responsible for all actions resulting in discharge of the fire suppression system during contractor cleaning, including any required facility cleaning. Resetting of the system shall be accomplished by a government designated contractor. If discharge was caused by contractor negligence (i.e. dislodging of fusible links, activation of initiating devices, etc.) the payment for resetting shall be at the expense of the cleaning contractor.

5. QUALITY ASSURANCE EVALUATION: The contractor will notify the Cannon AFB Fire Emergency Services (FES) upon completion of each hood and duct cleaning (ext. 784-2578). Inspections will b performed by a FES Inspector who will accept/not accept the cleaning work. Any deficiencies shall be corrected prior to acceptance of the work. The Inspector shall document all inspections in writing and provide a copy to both, the Contractor, and Contracting Officer within 3 working days of the inspection.

6. QUALIFICATIONS: The contractor must furnish proof with his bid that he has successfully completed a minimum of five years in the business of cleaning exhaust systems in cooking areas. Additionally, the contractor must demonstrate training/certification to clean hood and duct systems IAW NFPA 96.

7. EXTENT OF OBLIGATION: The government is obligated only to the extent of authorized purchases actually made under this contract, by personnel authorized to authorize work under this contract. No payment will be made until the required work has been inspected and approved by an authorized FES Inspector.

8. SECURITY REQUIREMENTS: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

9. LOCATIONS AND FREQUENCY OF SYSTEMS TO BE SERVICES:

9.1. The locations and frequency of cleaning will be as identified in PART 9.3. No out-of-cycle or special cleaning shall be accomplished under this contract.

9.2. Cleaning of ventilation and exhaust systems not identified in PART 9.3. a re not included for consideration in this contract.
