About this file
This is a Sole Source (Including Brand Name) Justification document for the 23rd Contracting Squadron at Moody AFB, GA, seeking to procure 15 AN/PRC 148F Radios and supporting equipment. The radios are a compact, lightweight, two-channel handheld communication system designed for tactical command and control in challenging environments, with both narrowband and wideband Type-1 protected communications. Key technical requirements include frequency ranges from 30 MHz to 2600 MHz, transmit power up to 10 watts, network throughput of 16 Mbps, WREN-TSM™ waveform support, Type-1 encryption, and operating temperatures from -30° to +55° C.
The document justifies the sole-source procurement based on the radios' unique compatibility with the 820 COS Edge-Lite Kit. A sources sought notice was posted on sam.gov for five days, and no other vendors were found capable of meeting the specific requirements. The estimated contract is at a firm-fixed price, with funding level between >SAT and ≤$750K, using AFFARS 5313.501-10 U.S.C. 2302b as the statutory authority. The procurement includes additional supporting equipment such as sidemate, IMBITR, Nett Warrior, data mode control devices, batteries, cables, speaker mics, and rugged tablet cases.

The 820th COS is looking for a radio that is a compact, lightweight, and rugged two-channel handheld radio designed to provide war-fighters with simultaneous narrowband and wideband communications. It supports tactical command and control communications in various challenging environments. Both narrowband and wideband communications are Type-1 protected. The narrowband channel operates legacy tactical waveforms, including SATCOM, and also supports commercial SATCOM. The wideband channel operates the WREN-TSM™ waveform from TrellisWare® Technologies, Inc., delivering superior voice and data communications across harsh multi-path and unpredictable dynamic areas, such as caves, onboard ships, and urban operational settings.
The radios need the following:
Frequency Range: Narrowband - 30 MHz - 512 MHz. Wideband - L-UHF 225-450 MHz, U-UHF 698-970 MHz, L/S Bands 1250-2600 MHz
Transmit Power: Narrowband up to 5 watt in all frequencies, 10 watt in SATCOM. Wideband Up to 2 watts.
Network Throughput: Up to 16 Mbps, supporting high-speed wireless IP networking.
Waveforms: Supports WREN-TSM™ waveform for infrastructure-less MANET (Mobile Ad-hoc Network) operations, providing robust voice and data communications.
Encryption: Type-1 Certified Programmable Encryption Engine (AIM) for secure communications.
Operating Temperature: -30° to +55° C

Storage Temperature: -30° to +71° C
Immersion: 2M/20M
The radio required must be compatible with the Edge-Lite Kit used by 820 COS. A sources sought was posted for the Edge-Lite Kit and vendors that responded were technically unacceptable because they were unable to provide compatible radios. Due to the need of compatibility with the Edge-Lite Kit, the AN/PRC 148F Radio is the only radio capable of meeting the requirement.
