Questions and Answers for Solicitation FA483020R0001 COCESS Moody AFB, GA 4 December 2019
Question 1: Reference - Attachment K Common COCESS Items Price List, HVAC Tab – There are hidden rows on the HVAC tab containing approximately 50 additional items. How many items in the HVAC Category are offerors required to quote, 65 or 115?
Answer: Please see Amendment 0001 for Moody Attachment K Common COCESS Items Price List (21 Nov 19).
Question 2: There are non-compliant items in the High Usage List base on TAA and Country of Origin requirements. Is there a waiver for these items or will they be removed from the contract?
Answer: There is no waiver. The list of materials are for reference to identify “types of items” historically purchased, not necessarily the exact items. Non TAA compliant items are removed. Please see Amendment 0001 for Attachment 1c Exhibit 1 Moody Historical High-Use (2 Dec 19).
Question 3: Please provide an approximate percentage of sales purchased with a GPC.
Answer: Moody AFB does not typically use GPC for purchases on COCESS, so we do not have a percentage.
Question 4: Although such acquisitions have historically been set aside for small business subject Solicitation is listed as “unrestricted”. Has the government determined that no reasonable expectation exists for obtaining offers from two or more responsible small business concerns?
Answer: The government has classified this acquisition as a commodity, as such the non-manufacturing rule applies. Therefore, the government does not have a reasonable expectation of obtaining competitive offers from 2 or more small businesses that are offering the products of different small business manufacturers for each product. SBA has not issued a waiver for this NAICS or PSC and will not issue a blanket waiver because of the vast number of different items to be purchased on the contract.
Questions 5: DFARS Clause 252.225-7012 Preference for Certain Domestic Commodities, can this clause be applied at each order level versus a sum total spend? By doing this, it allows for each and every COTS item (clothing, hand tools, power drills) to not have the fiber and source evaluated slowing the supply chain process down greatly.
Answer: DFARS 252.225-7012 will apply at the task order level.
