FOR OFFICIAL USE ONLY November 2018 Page 1 of 2

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 23CONS/PKB

Project/Program Name: Siemens Si-Pass System

Purchase Request /Local ID Number: F3E4019156AW01

Estimated Contract Cost (including Options): $58,600.16

Preventative Maintenance Service for Siemens Si-Pass Badging System at the 23d Medical Group.

Siemens SiPass Services involve network security updates; current review and management of firewall, virus, and spyware protection tools; maintenance of current software licensing and applicable updates for hardware, firmware, operating system software, and access control software which is proprietary to Siemens Industry, Inc. (Siemens). Siemens does not have agreements with any dealers or representatives for SiPass badging system maintenance services. Siemens also has remote access capability to assist in the diagnostics and maintenance in regards to the system's operation.

Market research was performed on 24July 2019 to determine if any vendors besides Siemens would be able to perform SiPass Services. 4 vendors listed in FPDS-NG and SBA Dynamic Small Business searches were contacted to see if they would be able to perform the requested services, 3 being Small Businesses and 1 being Other Than Small Business. All 4 of the vendors stated that the Siemens SiPass badging system is proprietary and that they would not be able to perform the requested services.

In addition, a Special Notice was posted to GSA and FBO on 30July 2019 to determine if any other contractors could provide the services. Upon closing, zero (0) responses were received. Other vendors were found that provide this service, however, new equipment, supporting software, infrastructure upgrades would have to be purchased, installed by another single source provider at great cost ultimately to recreate the same problem, just a different vendor maintaining their own exclusive brand.

For future acquisitions, market research will be performed to determine if any alternate means of fulfilling the requirement are available. Additionally, a Special Notice will be posted to determine if any other contractors can provide the services required.
