FA4830-19-Q-S001 CATM Range Maintenance Solicitation Questions and Answers
1. Section 1.4.1 The Contractor shall perform maintenance visits bi-monthly or as required to each location (maximum of six per range). Bi-Monthly is twice a month for a total of 24 services per year. With 2 ranges this would be a quantity of 48. Please define the actual number of services per year required.
a. Also as required services is an open ended option. Please define the quantity needed or provide an off schedule maintenance line item.
Bi-monthly as referenced in the PWS Para 1.4.1 refers to every other month. This equates out to 6 services per year per range. As answered below, both ranges can be serviced on the same visit, so the quantity of services remains at 6 per range.
2. Can both ranges be serviced during the same visit?
Yes. Typically there are four consecutive days set aside to perform cleaning/maintenance with two day being designated for each range. (i.e. Tues/Weds 100M range and Thurs/Fri 50M range) If cleaning and maintenance can be accomplished in fewer days that is fine we are just trying to provide maximum time with minimal impact to firing operations.
3. 4.7.1.2. Waste Stream Number 2 (Metal Dust) is metal dust generated during the operation of the DCU. This waste stream will be managed as hazardous waste. The drum that collects this waste stream is attached to the bottom of the DCU. Waste Stream Number M00495-122 has been assigned to this waste stream.
Waste Stream Number 2 is in reference to the lead dust produced by the range and collected in the drum under the DCU. Once collected, labeled and sealed in drum the waste will be picked up by Moody’s HAZMART personnel for disposal.
4. Can you provide photos of the range?
Due to the fact that there was a site visit conducted, we are not willing to provide photos.
5. Are the ranges currently being maintained? If so what is the contract value and have the requirements changed?
Yes, the ranges are currently being maintained. The current contract value is $730,714.00 and the requirements have not changed.
6. 1.4 indicates a requirement for an air compressor replacement. However there is no line item or information for what this is.
Can we please get the make/model of the air compressor for this question?
Air compressor is not required to be replaced unless it fails. When compressor does fail it will be the contractor’s responsibility to repair as needed and if repairs are more costly than replacement then would be a good time to replace. Both ranges had new compressors installed in Apr 17 (50M range) and Oct 17 (100M range).
CONS please remove air compressor wording in PWS Para 1.4 and place at end of 1.9.2.8 as well as add - Air Compressor is an integral part of DCU operation - in front of PWS Para 1.9.2.8
7. When were the dust collector filters last replaced?
They will be replaced January, 2019.
8. Who is recycling the metal listed in waste stream # 3?
The contractor will be required to replace 55 gallon drums full of bullet/lead fragments and will ensure the barrels do not exceed ½ to ¾ full. Once properly packaged in barrels the waste will be picked up by the Moody’s HAZMART personnel for disposal.
9. Will the Government consider changing the NAICS Code from 811310 ($7.5M) to 561210 ($35.5M), which was the original NAICS Code for the incumbent contract?
It was decided that 811310 best describes our current requirement.
10. Are the 50m Range and the 100m Range used equally, or is one range used more often than the other? (What are the comparative percentages of use between both ranges throughout the year?)
The ranges are estimated to be used an equal amount.
11. Para 1.8 of the PWS mentions licensing and bonding for maintaining bullet trap systems, but no such licensing or bonding exists through the licensing authority of the State of Georgia (http://sos.ga.gov/index.php/licensing). Will the Government please identify what SPECIFIC license and bonding in the State of Georgia are required to maintain bullet trap systems in the State of Georgia?
The contractor is required to have necessary certifications, licenses, proof of experience and insurance as required by law for businesses with ability to effectively clean areas exposed to lead, package lead containing materials as well as perform required maintenance on DCU and bullet traps.

12. If the Government provides payment for items in CLIN 0007 (High Cost Items) will the contractor first be responsible for paying the first $1,000 of each item invoiced? In other words, are all CLIN 0007 items supposed to include the contractor payment of the $1,000 deductible before invoicing, or does the contractor simply invoice the Government for the actual total amount of expenses incurred when using CLIN 0007?
The first $1,000 will be paid by the contractor up to $6K annually per range. Everything over that amount will be submitted as an invoice to the Government for approval of reimbursement.
13. Is CLIN 0007 to be understood as “not to exceed” (which was the incumbent contract requirement)? In other words, if CLIN 0007 amounts are quickly depleted (because they are very minimally priced), will the Government be able to add more money after contract award? For this obvious reason, we recommend that the Government provide a firm price for this CLIN to offerors (similar to a CLIN for Travel) so that all offerors are not tempted to underbid the CLIN to gain a slight competitive price advantage for award.
Please see amended PWS and Pricing Schedule. CLIN 0007 will be an estimated CLIN valued at $30,000. You do not need to bid on CLIN 0007.
