Statement of Work 38th RQS Silver Team
Designated Marksman Training 9-15 June 2019
1. Scope. This Statement of Work (SOW) defines the effort required for the Contractor to supply instructional services/training opportunities for Pararescue (PJ) operations and procedures outlined below. All of these services shall be provided in the continental United States (CONUS) during the period of performance. This will include PJ specific evolutions on specific dates.
1.1 Background. The contractor shall provide the following for a 16 man team: Logistical support, instructor expertise with Advanced Marksmanship Training (AMT), and training areas to include; 360 degree shooting range to accommodate the M110 and M4, as well as terrain (refer 3.2) for high angle shooting.

3. Requirements.
3.1 Instructor Qualifications. Documents/Certifications will be provided upon team’s arrival. Lead Instructor must have 5 operational years of service or more in JSOC and held the title of Team Leader, instructor(s) must have formal sniper training from a service school, equivalent to Marine Scout Sniper/Army Sniper School and operational experience employing SASS’s within a Tier One organization. Instructor(s) will have a Secret Security Clearance or higher.
3.2 Training Location. The SMUT training location shall represent the environment and terrain similar to which the team may deploy to. This includes: 150 square miles of desert-mountainous terrain with natural features providing cover and concealment for mounted and dismounted patrols. The terrain must accommodate high angle shooting with natural terrain masking features. In addition, the training facility must be self-contained providing the following: lodging, bathrooms, showers, dining room, kitchen, recreational/break room, laundry room, weapons cleaning room, and wifi, all within walking distance from one another. Lodging will accommodate two operators per room with their own bed and shared bathroom. An onsite chef will provide a nutritious breakfast, lunch, and dinner for operators consuming a 3,500 - 4,500 calorie diet a day.
When able, each training location will have a cooler of water and an electrolyte beverage to hydrate the team throughout the day.
3.3 Training Requirements. Training shall be conducted 9 JUN 2019 to 15 JUN 2019 both day and night in accordance with the intended schedule. Instructors shall provide a ratio capable of dividing the 16 man team into separate groups, instructing multiple classes. Instructors must allow late arrivals (not to exceed the 16 participants) and/or authorized visitors to the training site. Instructors must be able to flex their schedule to meet the operator’s needs. If an operator needs more time training on a specific task while others progress, he will receive the training to meet the team’s needs, before departure from training. Targets will be provided. The contractor shall be responsible for providing a training infrastructure/assets capable of the following:
1. Weapons familiarization class on the M110 Ballistics/Characteristics of shooting.
3.4 Training Schedule. Provide 8 hours a day of instruction for designated marksman course. Training will be approached with a “crawl, walk, run” mentality to get each team member operating efficiently under NVG’s (provided by the 38th RQS).
3.5 Required Skills/Capabilities. The contractor shall be responsible for providing adequate training in the following areas:
1. Designated Marksmanship with the M110 or similar platform with in a 6 man team
2. Long distance shooting/Marksmanship principles in mountainous terrain with in a 6 man team.
4. Records Management
4.1 All records, files and documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
4.2 The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, AFMAN 33-363, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address:

4.3 Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Moody AFB Records Management Office (23 CS/SCXKR), (229)257-3500, will provide assistance and training to the Contractor to ensure compliance with federal record keeping requirements.
