COMPUTER SPECIALIST
TECHNOLOGY SUPPORT
EDUCATION AND TRAINING SERVICES

Contract Title: Computer Specialist – Technology Support for the Education and Training Services (ETS)
1. DESCRIPTION OF SERVICES.
1.1 SCOPE. The Contractor shall provide all personnel, supervision and services non-personal necessary to support the 23 Force Support Squadron (23d FSS), as defined in this Statement of Work (SOW) except where specified as government-furnished property and services, at Moody AFB, Georgia. The Computer
Specialist will provide services in support of the U.S. Air Force Voluntary Off-Duty Education Program, to include providing computer technology support and assistance as contained in this SOW.
1.2 Location 23 FSS/FSDE, 3010 Robinson Road, Moody AFB, GA 31699-1501.
2. APPLICABLE DOCUMENTS
2.1. The Contractor shall accomplish the following:
2.2 All tasks shall be accomplished in accordance with all DoD, Air Force, Air Force Combat Command, and the local base computer/technology guidelines and regulations. The Air Force Instructions (AFIs) will be made available upon request (some are available through on-line reference material).
3. GENERAL REQUIREMENTS
3.1 SPECIFIC TASKS
3.1.1. The Contractor shall accomplish the following:
3.1.2 Provide hardware and software system administration on all personal computers, servers, fax machines, scanners, satellite receivers, switches, routers, printers and other peripherals critical to proper function of Moody AFB ETS technology systems.
3.1.3 Provide maintenance of Moody AFB ETS link to Air Force Automated Education Management
System (AFAEMS) on the Moody Web Page; update links, build pages, link appropriate documents and databases, manage layout and meet any other requirements specified by the Chief, ETS, to ensure quality of web page and how it integrates with Air the Force Virtual Education (AFVEC) web site.
3.1.4 Implement any new systems (software/hardware) as required by the Chief, ETS; set-up new computers and other information systems in a timely manner to support gradual improvement of the ETS and testing facilities. This may require you to move or remove/assembled furniture.
3.1.5 Provide all networking architecture recommendations and networking support to improve the
ETS network as directed by the Chief, ETS.
3.1.6 Establish procedures for safeguarding all critical data, and design back-up methodology to guarantee uninterrupted service to customers.
3.1.7 Develop a tracking system to (including all required documentation) monitor all information
Contract Title: Computer Specialist – Technology Support for the Education and Training Services (ETS) systems, and establish a diagram of the facilities, with the associated database to track fixes with the implementation of information systems.
3.1.8 Provide for safe migration of important data from one system to another, and install and maintain the Education Center primary database. Conduct upgrades to the database and provide training to ETS personnel.
3.1.9 Provide recommendations to Chief, ETS, for future planning and improvements to the existing information systems structure for the facilities.
3.1.10 Assist Chief, ETS, in research and purchase of all information systems and components required to improve existing structure.
3.1.11 Provide for proper information security on all systems, and educate personnel on proper security procedures to protect sensitive data and records.
3.1.12 Train office personnel on how to use the required software, so that they can execute their jobs more efficiently.
3.1.13 Perform any other critical system support as requested by the Chief, ETS, for successful operation of the ETS technology.
3.1.14 Perform as the alternate equipment custodian for all ETS equipment, conduct an annual inventory, and forward to the Chief, ETS, and the Communications Squadron (CS). Will also inventory and account for all new equipment within 72 hours of receipt and ensure all accountable items are added to the ETS ADPE listing.
3.1.15 In the event of an emergency (total system disabled, etc.), the Contractor shall respond within four (4) hours from the time of call/request by the Chief, ETS;
3.2 QUALIFICATIONS. Candidate must have a proven minimum of one year current experience with both hardware and software applications. Experience with (AFAEMS), the customer sign in tool, and testing updates from Air Force Institute for Advanced Distributed Learning ( AFIADL), Defense Activity for Non-Traditional Education Support (DANTES), Air University, and other updates as necessary is highly desired but not mandatory. "Current" experience is defined as any experience within the past 5 years.
3.2.1 Candidates’ qualifying documentation shall demonstrate the minimum one year experience.
3.2.2 Excellent customer service skills and verbal communication skills are essential; appropriate related professional work or volunteer experience of at least one (1) year is highly desirable; knowledge of and/or experience with computer/network security is mandatory.
3.3 WORK HOURS/DAYS. The Chief, ETS and the Contractor may mutually agree to specific work elements/schedules that must be performed to assist in the standard day-to-day operation.

3.3.1 The Contractor shall work 25 hours per week, Monday-Friday from 9:00 a.m. to 2:00 p.m. (0900 to 1400); exact days and times of services may be jointly determined by the Contractor and the
Government in advance, and may be modified by mutual agreement according to any changing program needs.
3.3.2 The contractor must inform the ETS Chief of anticipated absences at least twenty-four (24) hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with the ETS Chief at least two (2) weeks in advance and may not exceed two
(2) weeks at a time with a maximum of four (4) weeks in one (1) fiscal year.
3.3.3 Hours may not be worked on Federal holidays, when the office is closed, or outside the standard work hours of 7:30 a.m.-4:30 p.m., Monday through Friday.
4. MATERIALS AND EQUIPMENT. The Government will provide all necessary equipment, materials, workspace, and access required to fulfill the requirements of this contract; the facilities are

5. SECURITY REQUIREMENTS
5.1. Listing Of Employees. The Contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number, and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the Installation
Commander. The list shall be provided to the Program Manager and the sponsoring agency’s Security
Manager. An updated listing shall be provided when an employee's status or information changes.
5.2. Security Training. The Contractor shall ensure all Contractor employees receive initial and recurring security education training from the sponsoring agency’s Security Manager. Training must be conducted
IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security
Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
5.3. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government-owned vehicles.
5.4. Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
5.5. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
5.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Moody AFB.
5.7. For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Contract Title: Computer Specialist – Technology Support for the Education and Training Services (ETS)
Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
5.8. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware which may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
5.9. Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.9.1. Cell-Phone Usage. There will be no cell phone usage while driving on base, unless a completely
“hands-free” device is utilized.
5.10. Controlled/Restricted Areas. (If Applicable) The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where Contractor personnel shall work. An
AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge shall be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a
Restricted Area Badge.
5.11. Key Control. (If Applicable) The Contractor shall establish and implement methods of ensuring all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
5.11.1. The Contractor shall immediately report to the Program Manager any occurrences of lost or duplicated keys.
5.11.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer (CO), to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the
Government and the total cost deducted from the monthly payment due the Contractor.
5.11.3. The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
5.11.4. Lock Combinations. (If Applicable) The Contractor shall control access to all Government-provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government Program Manager. Records with written
Contract Title: Computer Specialist – Technology Support for the Education and Training Services (ETS) combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
