CHEMICAL FIRE SUPPRESSION SYSTEMS

STATEMENT OF WORK (SOW)

1. DESCRIPTION OF SERVICES. To provide services non-personal consisting of furnishing all labor, equipment, materials, and related items necessary to perform Semi-Annual Operational Test and Annual Inspection on the chemical extinguishing systems in fifteen (15) facilities.

1.1. The Contractor shall provide all maintenance required to keep the system operational in accordance with (IAW) National Fire Protection Association (NFPA) Standard 17, Dry Chemical Extinguishing Systems, or NFPA Standard 17A, Wet Chemical Extinguishing Systems. The Contractor shall recharge system chemical cylinders if the system is discharged during Contractor servicing, and clean up all discharged chemical residue at no additional cost to the Government.

2. INSPECTIONS AND SERVICING TASKS.

2.1. General: Inspections and servicing shall be performed IAW the requirements of the Unified Facilities Criteria (UFC) 3-600-02, Inspection, Testing, and Maintenance of Fire Protection Systems and NFPA Standard 72, National Fire Alarm Code. All inspections and/or tasks will be pre-coordinated with the Base Fire Prevention Office (229-257-1761 or 4410) and the service contract Quality Assurance Office (229-257-4292) prior to any maintenance.

2.2. Semi-annual/Annual Inspection Wet Chemical System: Inspections, tests, and other work to be performed on each system shall include, but not limited to the following:

Storage Vessels 1. Inspect agent container for condition.

2. Verify propellant pressure.

Agent Verify quantity and quality of agent.

Actuators 1. Inspect manual actuators for accessibility.

2. Inspect detection devices (fusible links or heat detectors) for contamination, and clean or replace as necessary.

3. Test actuation system without agent release.

4. Verify interfaces (gas shutoff, power shutoff) operate properly.

Annual Actuators Replace detection devices (fusible links or heat detectors) 5-12 Years

Storage Vessels Conduct hydrostatic test for pressure cylinders, in accordance with OSHA and DOT standards.

3. INSPECTION REPORT. Upon completion of the semi-annual or annual inspection, the Contractor shall provide the Base Fire Prevention Office (229-257-1761 or 4410) and service contract Quality Assurance Office (229-257-4292) an inspection report which indicates all those items checked or replaced during the inspection and servicing operation.

3.1. A separate report shall be submitted for each system serviced and shall include, but not limited to, those items shown in paragraph 2.2., above and specifically state whether the system is in full operation. This report shall be provided immediately upon completion of the inspection.

4. HYDROSTATIC TESTING. Fire suppression system cylinders that have a date stamp, which has expired or will expire before the next scheduled service check, shall be replaced during the semi-annual or annual test/inspection. The Contractor shall document this replacement on the system inspection report.

5. SCHEDULE. The Contractor shall service the fire suppression systems semi-annually in March and September. The Contractor shall contact the base Fire Prevention Office (229-257- 1761 or 4410) and service contract Quality Assurance Office (229-257-4292), not more than ten

(10) days prior to planned start of work. The Contractor will be provided phone numbers for persons to contact in the various buildings and shall schedule work with the user's coordination.

The schedule shall be set up to minimize disruption of the user food preparation activities. The Contractor shall provide a copy of the schedule to the base Fire Prevention Office (229-257-1761 or 4410) and service contract Quality Assurance Office (229-257-4292) not less than five (5) working days prior to start of work. The Base Fire Department will provide an inspector to accompany the service technician during the semi-annual and annual test/inspections.

7. LOCATION OF WORK/WORK HOURS. All work described in this SOW shall be performed on Moody Air Force Base, GA, ten (10) miles north of Valdosta Georgia. Work is to be accomplished on the fire suppression systems on the hoods over the cooking equipment in Buildings 207, 210, 400, 404, 554, 570, 571, 572, 573, 583, 623, 901, 904, 932, 956, 1804, and 1806.

7.1. All work shall be performed during the standard duty hours of 7:00 a.m. through 5:00 p.m., Monday through Friday.

8. EMERGENCY OR AFTER HOUR CALLS. In the event of a system discharge or noted discrepancies placing the system out of service, the Contractor shall provide a four-(4)-hour-response time for any repairs necessary to bring the system into operational limits IAW NFPA 17 or NFPA 17A.

9. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS.

9.1. Listing Of Employees. The Contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number, and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the Installation Commander. The list shall be provided to the Program Manager and the sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes.

9.2. Security Training. The Contractor shall ensure all Contractor employees receive initial and recurring security education training from the sponsoring agency’s Security Manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31- 401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

9.3. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government-owned vehicles. A background check may be required.

9.4. Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;

e.g. terminated for cause, retirement, etc.

9.5. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.

9.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Moody AFB.

9.7. For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

9.8. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware which may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

9.9. Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

9.9.1. Cell-Phone Usage. There will be no cell phone usage while driving on base, unless a completely “hands-free” device is utilized.

9.10. Controlled/Restricted Areas. (If Applicable) The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where Contractor personnel shall work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge shall be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge.

9.11. Key Control. (If Applicable) The Contractor shall establish and implement methods of ensuring all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.

9.11.1. The Contractor shall immediately report to the Program Manager any occurrences of lost or duplicated keys.

9.11.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer (CO), to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

9.11.3. The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.

9.11.4. Lock Combinations. (If Applicable) The Contractor shall control access to all Government- provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
