CHEMICAL FIRE SUPPRESSION SYSTEMS
STATEMENT OF WORK (SOW)
1. Scope. To provide services non-personal consisting of furnishing all labor, equipment, materials, and related items necessary to perform Semi-Annual Operational Test, Annual Inspection and Conduct Hydrostatic Test On Pressure Cylinders on the seventeen (17) chemical extinguishing systems in eleven (11) facilities located on Moody Air Force Base (AFB) and Grassy Pond Recreation Area.
2. Applicable Documents.
2.1. Inspections and servicing shall be performed IAW the requirements of the Unified Facilities Criteria (UFC) 3-600-02, Inspection, Testing, and Maintenance of Fire Protection Systems and NFPA Standard 72, National Fire Alarm Code.
3. Requirements.
3.1. General. The Contractor shall provide all maintenance required to keep the system operational in accordance with (IAW) National Fire Protection Association (NFPA) Standard 17, Dry Chemical Extinguishing Systems, or NFPA Standard 17A, Wet Chemical Extinguishing Systems. The Contractor shall recharge system chemical cylinders if the system is discharged during Contractor servicing, and clean up all discharged chemical residue at no additional cost to the Government.
3.1.1. LOCATION OF WORK/WORK HOURS. All work described in this SOW shall be performed on Moody AFB, GA, ten (10) miles north of Valdosta, Georgia, and at Grassy Pond Recreation Area (Bldg. 2019), 6 (six) miles southwest of Lake Park, Georgia. Work is to be accomplished on the fire suppression systems on the hoods over the cooking equipment in Building 210, 571, 583, 621, 623, 901, 904, 956, 1804, 1806, and 2019.
3.1.2. All work shall be performed during the standard duty hours of 7:00 a.m. through 5:00 p.m., Monday through Friday.
3.2. Detailed Tasks. Semi-annual/Annual Inspection Wet Chemical System: Inspections, tests, and other work to be performed on each system shall include, but not limited to the following:

2. Replace fixed temperature sensing elements (fusible metal alloy type).
3. Test actuation system without agent release.
4. Verify interfaces (gas shutoff, power shutoff) operate properly.
Annual
1. Semi-annual 1. Perform all semi-annual task

Storage Vessels Conduct hydrostatic test for pressure cylinders, in accordance with OSHA and DOT standards.
These systems are highlighted in yellow below.
3.3. INSPECTION REPORT. Upon completion of the semi-annual or annual inspection, the Contractor shall provide the Base Fire Prevention Office (229-257-1761 or 4410) and Civil Engineer Squadron Quality Assurance Office (229-257-4292) an inspection report which indicates all those items tested or replaced during the inspection and servicing operation.
3.3.1. A separate report shall be submitted for each system serviced and shall include, but not limited to, those items shown in paragraph 2.2., above and specifically state whether the system is in full operation. This report shall be provided immediately upon completion of the inspection.
3.4. HYDROSTATIC TESTING. Fire suppression system cylinders that have a date stamp, which has expired or will expire before the next scheduled service check, shall be tested or replaced. The Contractor shall document this test or replacement on the system inspection report.
3.5. SCHEDULE. The Contractor shall service the fire suppression systems semi-annually. All inspections and/or tasks will be pre-coordinated with the Base Fire Prevention Office (229-257- 1761 or 4410) and the service contract Quality Assurance Office (229-257-2492) prior to any maintenance. The Contractor shall contact the base Fire Prevention Office and service contract Quality Assurance Office, not more than ten (10) days prior to planned start of work. The Contractor will be provided phone numbers for persons to contact in the various buildings and shall schedule work with the user’s coordination. The schedule shall be set up to minimize disruption of the user food preparation activities. The Contractor shall provide a copy of the schedule to the base Fire Prevention Office and service contract Quality Assurance Office not less than five (5) working days prior to start of work. The Base Fire Department will provide an inspector to accompany the service technician during the semi-annual and annual test/inspections.
3.6. DELIVERIES. The locations of the fire suppression systems are listed below:

3.7. EMERGENCY OR AFTER HOUR CALLS. In the event of a system discharge or noted discrepancies placing the system out of service, the Contractor shall provide a four-(4)-hour-response time for any repairs necessary to bring the system into operational limits IAW NFPA 17 or NFPA 17A.
3.8. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS.
3.8.1. Listing of Employees. The Contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number, and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the Installation Commander. The list shall be provided to the Program Manager and the sponsoring agency’s Security Manager. An updated listing shall be provided within 24 hours when an employee's status or information changes.
3.8.2. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government-owned vehicles. A background check may be required.
3.8.3. Retrieving Identification Media. The Contractor shall retrieve and return to the COR all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
3.8.4. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
3.8.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Moody AFB.
3.8.6. For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.8.7. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware which may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.8. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS.
