STATEMENT OF WORK

FOR

TREE REMOVAL, STUMP GRINDING AND TREE TRIMMING

17 October 2014

PART 1-GENERAL

1. Project Scope: Work consists of furnishing all labor, climbers, equipment/tools, materials/supplies, vehicles, mobile aerial platforms, and protective equipment required to perform the following actions within Moody Air Force Base and Grassy Pond recreational area. Contractor shall provide service within 5 business days of notification from 23d Civil Engineer Squadron (CES) Contracting Officer Representative (COR) or Base Forester.

a. The contractor shall remove identified tree(s) and associated stump(s) to include all debris caused during removal. When removing trees, grinding of stumps is considered to be part of the same operation and shall be priced to include both tree removal and stump grinding. Tree(s) will be identified as sapling up to 4" diameter, small over 4’’ diameter up to 12” diameter and medium over 12” up to 24” diameter, and large over 24” diameter.

b. The contractor shall trim/prune limbs from identified tree(s). Tree(s) will be identified as sapling up to 4" diameter, small over 4’’ up to 12” diameter and medium over 12” up to 24” diameter, and large over 24” diameter.

c. The contractor shall determine diameter of tree(s) by measuring around the circumference of the trunk using a loggers tape at approximately 4' above ground level. If loggers tape is not available use regular measuring tape and divide measurement by pi ((π) or 3.14).

d. The contractor shall grind individually identified tree stump(s) not associated with tree removal to no less than six inches below surrounding surface by means of mechanical grinding. Holes created by grinding of stumps shall be filled with soil (available at CES soil storage area), lightly compacted by foot and raked to match surrounding soil surface. If stump to be ground is not associated with a tree removal, the diameter of the stump shall be determined by measuring around circumference of stump with loggers tape. If loggers tape is not available use regular measuring tape and divide measurement by pi ((π) or 3.14).

e. Contractor shall remove, transport and deposit debris at Moody Air Force Base’s organic debris collection point as directed by the COR or Base Forester.

f. Any damage caused by contractor during cutting/trimming operations shall be repaired at the contractor’s expense within 5 business days of notification and shall return the area to its original condition prior to service being provided.

1.1. Project Scheduling: The contractor will coordinate work schedule with either 23d CES COR or the Base Forester and approved by the Contracting Officer (CO). Tree Removal, stump removal, and tree trimming are based on an as needed basis throughout the year. Each of the services shall not extend beyond a normal, Monday through Friday 5-day work week unless circumstances such as mechanical problems or personnel emergencies should arise and are coordinated with COR/Base Forester. Weekend work may be authorized on an occasional or case by case basis, however the COR/Base Forester shall approve these deviations.

PART 2-PROJECT DETAILS

2. All the above work shall be accomplished in a timely manner and in a quality that meets with Air Force standards. COR or Base Forester personnel will monitor all work operations on a periodic basis and will report the status or progress of the job being performed to CE Quality Assurance supervisor.

2.1. Tree pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or pose a possibility of damage to a facility. In addition, the Contractor shall prune or trim trees that pose public safety hazards as identified by the government. Pruning shall include removal of dead limbs (potential safety hazard) and encompass the entire tree resulting in the tree maintaining an overall balanced appearance upon completion. Topping and de-horning are not permitted. Minimum clearances for trees are: 14 feet over streets; 12 feet over driveways; 10 feet over walk areas; 4 feet over buildings; and 6 feet from buildings. Trees in open areas shall be trimmed to a minimum of 10' above the ground to allow tractor mowing. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the Contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e., electric service drops, telephone, cable TV), light poles, signs or other obstructions shall be 4 feet.

(Note: Some cutting/trimming operations may be required in or around proximity of high voltage electrical lines and fence lines. All machinery and equipment must conform to 29 CFR 1910 as applicable.)

PART 3-SPECIAL INSTRUCTIONS

3. The contractor and COR or Base Forester personnel shall perform a concurrent inspection of the work site prior to work commencement. Exact location and specific duties shall be verified during this inspection.

3.1. After completion of each work operation, COR or Base Forester personnel shall inspect the contractor’s performance to assure services were accomplished to contract specifications and report any discrepancies to the contractor.

3.2. The contractor shall use established industry techniques and procedures and follow all applicable Federal/OSHA, State and Local standards.

3.2.1. The Contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest edition, unless otherwise directed by the CO.

3.2.1.1. ANSI A300 - Standard Practices for Tree Care Operations including referenced Code of Federal Regulations (Utility Pruning and Emergency Service Restoration)

3.2.1.2. ANSI A300 (Part 1) – Tree Pruning

3.2.1.3. ANSI Z133.1 – Safety Requirements for Tree Care Operations
