Infrared Heaters Repair Questions and Answers
QSEU 12-2002
1. Building 758 appears to have HW piping to be removed marked in orange indicating it contains asbestos. The specifications nor drawings indicate the contractor’s responsibility to abate any hazardous materials. Will this be abated prior to this work beginning? If not, please provide a copy of the asbestos survey for each building so we may price the abatement.
a. As the project requires demo of existing heating system the remediation will be the contractor’s responsibility and should meet all base, state, and federal requirements. So the Air force has knowledge of asbestos in two of the building.
b. Buildings in question for asbestos as part of possible demo are:
Project qseu 12-2002: 645, 758, and 785 645,this bldg was blt in 1997. We have no asbestos records for this facility 758, Please see attached document labeled 758 Asbestos, 785, Please see attached document labeled 785 Asbestos
2. There was a lot of mention of providing gas metering for each building under this project that will connect to the Siemens EMCS. However, there is nowhere in the documents that indicate this to be required. Two of the building do not currently have EMCS, so a new control panel, power, and comm drop would need to be added just to monitor the one meter. Please confirm this project does require gas meter monitoring through the EMCS.
a. It is a federal requirement that buildings be metered. It is a base standard that the meters report to the base master EMCS system. If the gas meter is not there it needs to be installed and if it does not report it needs to be upgraded. If the meter can just report over the base network without a dedicated EMCS unit in the building this is acceptable.
3. Section 01 00 00 of the specifications references and explains a lot of criteria for a RFP/negotiated project, like a BOA project. This does not seem to apply to this project.
Please verify.
a. Updated Specifications 01-57-20.00 Environmental Protection 26 Mar 13.
4. Section 01 14 00 of the specifications references and requires E-4clicks software, like would be required for a SABER contract. This is a open bid project and this section does not seem to apply to this project. Please verify.
a. E-4 Clicks not required.
5. Section 0157 20 of the specifications refers to a lot of environmental requirements that do not apply to this project. This seems to be a canned specification, with reference to storm water retention, water runoff, etc., that has nothing to do with this project. Please verify and delete paragraphs that do not apply to this project.
a. Updated Specifications 01-00-00 General Requirements 26 Mar 13.
6. The location of the heaters in building 758 conflict with existing structures and utilities.
They can’t be located high because the heaters will burn elements underneath and there is not a direct path for routing. If they are mounted underneath the structure, they will create shadows from the lights. Also, there are rows of radiant heaters shown on interior walls. This is normally not recommended by the heater manufacturers and would likely perform better if located along two shorter and one longer exterior wall in each bay.
Please verify location and height of heaters.
a. Because the building has overhead trolley cranes, the heaters were located in the only spaces available
7. Building 785 shows a new 1” gas line going from the mechanical room into the corridor. There is already a 1” gas pipe in this location that looks very new. Is it the intent to re-use this pipe and connect the new heaters to it over the corridor?
a. The intent was for the new 1" (2 psig) gas line to connect to the existing gas piping in the Mechanical Room as indicated on the plans
