Questions & Answers: FA4830-12-B-0002
1. Can the roads be closed during construction? NO, ONE LANE AT A TIME
2. What permits will be required? How much do they cost? THIS PROJECT WILL REQUIRE A LAND DISTURBING PERMIT WITH EROSION CONTROL PLAN. THE CONTRACTOR WILL HAVE TO GO THRU LOWDNES COUNTY AND THE STATE FOR THE PERMIT.
3. Will materials be indexed if there is a drastic increase in material cost? THIS PROJECT WILL BE LET AT THE BID PRICE. THERE WILL BE NO INCREASES IN PRICE AFTER IT IS BID.
4. Is there a disposal or Burrow Source oon Moody AFB? NO
5. What is the amount of the bid bond and what form is to be used? 20%
6. Are we to go by the Bidder’s Checklist or by the information in Section L (Instructions, Conditions & Notices to Bidders) for information that is required within the proposal? Are we to include everything within Section L, 1A-E? Please Clarify? THE BIDDERS CHECKLIST IS MERELY A GUIDE. SUBMIT IN ACCORDANCE WITH SECTION L.
7. Can the boring log information be provided? YES. SEE ATTACHMENT NINE.
8. Does the prime get credit for the material he buys and installs the material? Also, how is the 15% prime performance calculated? 15% OF SELF PERFORMANCE BY THE PRIME. MATERIALS ARE NOT ACCEPTABLE.
9. There appear to be existing light poles in the parking lot areas, however, there are no electrical plans included for either demo or new light poles? BID THE PROJECT AS THE PLANS ARE DESIGNED
10. Are there any phasing requirements or can we work on allareas at once? THERE ARE NO PHASING REQUIREMENTS ON THIS PROJECT.
11. Can you provide the model number(s) for the Stormceptors referenced by the plans? Stormceptor System model STC 2400
12. Can you provide more specific detail as to where the 2000 lf of 18” RCP is to be placed since there is no other work planned on Georgia St. and Alabama St. 1000 LF of pipe is to be installed with 2 manholes on Georgia St. from the North gate circle going NW behind curb. 1000 lf of pipe starting at Alabama and George St going north with MANHOLES at each end behind curb.
13. Can you provide more specific detail as to where the 4 precast Manholes are to be placed since there is no other work planned on Georgia St. and Alabama St? SEE ABOVE NOTE
14. Has the land disturbance permit been obtained from Lowndes County? Has the Notice of Intent and applicable fees been submitted to the County and State? THIS IS THE RESPONSIBILITY OF THE CONTRACTOR
15. Is the contractor responsible for all quality control testing? YES
16. The parking lot to the north of the match line has been, or soon will be, essentially completed under another contract. Please advise as to how we are to submit our pricing for line item 0002 BID THE PROJECT LIKE IT APPEARS ON THE DRAWINGS.
17. Will the USACE have any involvement with the project? NO
18. Will Moody CE be inspecting the project? YES
19. Will Robbins Rd. be resurfaced or will existing striping be removed by grinding? NO JUST BLACK OUT
20. Is the government going to issue drawings for the work at the waste water treatment plant? YES. SEE ATTACHMENT TEN.
21. If drawings are issued for the work at the waste water treatment plant, will the government reopen the question period since the drawing will be issued after the government has closed the question peroid? NO. BID THE PROJECT AS IT APPEARS ON THE DRAWINGS
22. The existing conditions at the Maintenance Group & Reservist Parking site do not match the documents issued in the solicitation. Are the contractors to bid exactly per the contract documents regardless of the differing site conditions? BID AS THE DRAWINGS ARE NOW
23. In regards to the differing site conditions at the Maintenance Group & Reservist Parking, if the contractors are to bid per the contract documents regardless of the differing site conditions, how will the differences be addressed after award given that this is bid as a lump sum item? BID AS THE DRAWINGS ARE NOW.
24. Bid items 0010 and 0011 are for storm drainage and manholes on Georgia St and Alabama St respectively. No drawings have been provided for this work. Are contractors to assume that all piping will be in unobstructed “grassed areas” and that there will be no demolition, cutting, or patching of any materials required? YES
25. Bid item 0010 states to install “Reinforced Concrete Paving (RCP). We assume that this was intended to be “Reinforced Concrete Pipe (RCP). Is this correct? YES. REINFORCED CONCRETE PIPE
26. Bid item 0010 is for 2,000 LF of 18” RCP on Georgia St and Alabama St. How does the government intend to use this item? How many feet on Georgia St, and how many feet on Alabama St? How many feet per location on each street? SEE QUESTION 12
27. Bid items 0010 and 0011 involve excavation and pipeline construction up 8 feet in depth. Since no locations or plans have been provided, will utility conflicts and crossings be addressed as differing site conditions after award if encountered? NO, SEE QUESTION 24
28. Bid item 0011, what is the required diameter of the precast manholes? 4 FEET
29. Bid item 0011, are the precast manholes required to have any coatings or linings? NO
30. Water Treatment Plant Questions:
31. How much undercut will be done in this area? BID ACCORDING TO THE DRAWINGS
32. Who Marks Utilities? 1-800 DIG AND THE BASE PERSONNEL. THE CONTRACTOR IS RESPONSIBLE FOR HAND LOCATING BEFORE DIGGGING
33. Can asphalt milling be used as base material? NO
34. Can you provide plans for the work at the waste water treatment plan? YES. SEE QUESTION TWENTY
