AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT

The purpose of this amendment is to:
1.) Extend the closing date from 22 June 2011 at 1200PM EST to 29 June 2011 1000AM EST.
2.) Question Clarifications. Questions are not all inclusive, an additional amendment will be issued for final questions not answered on this amendment. This is not a request for additional questions. These questions and answers are provided for information and do not change the solictation unless explictly stated.
3.) Signed acknowledgment of amendments shall be scanned and emailed to: lil.belin@moody.af.mil, lucas.richardson@moody.af.mil, and katie.cockerill@moody.af.mil. Acknowledgement of amendments must be received prior to new closing date and time.

SUMMARY OF CHANGES
Questions & Clarifications: Questions not answered in this amendment will be answered in a future amendment.
1. Do you require pricing for just the 942 line items on Appendix 1?
Appendix 1 is not priced. Only Exhibit I is priced.
2. Would your office consider reducing the number of line items on appendix 1 to approximately the original number?
Appendix 1 is not priced. Only Exhibit I is priced.
3. Were the line items on Appendix 2 issued for historical purposes only and you do not require pricing for those products?
Appendix 2 is for historical purposes only, no pricing required.
4. Can you please provide Appendix 1 in excel format so that the Manufacturer
Name, Part Number and Description can be separated into individual cells? Also, the current format (released today) does not have columns for quoting both unit and extended pricing. Do you want us to add columns to Appendix 1 to insert pricing?
System output did not allow for excel format. Appendix 1 is not priced.
5. The previous version of Appendix 1 was for a base year and 4 option years.
The current version does not specify base year and option years. Are we to provide pricing for a base year and 4 option years using Appendix 1? I am asking due to the change in the Appendix format which no longer specifies the period of performance. How do we indicate which year we are pricing?
Exhibit I specifies the base year and option year pricing. Appendix 1 and 2 are not priced and only to be used for historical purposes.
6. Is there any relevance to the NAICS code change 332510? I am asking because the NAICS code is for hardware manufacturers. I am just verifying that we do not need to be a hardware manufacturer to qualify for the contract. Please advise.
Contractor does not need to be the hardware manufacturer to qualify for award under this solicitation.
7. After reviewing the solicitation it makes mention throughout of alternative items and best value to the government. On page 82 under Addendum 52.212-1 number 8 Price Evaluation it states that alternatives will not be accepted. We have more cost effective alternatives to items in

Exhibit I and wanted to get clarification. Will the Government accept alternate items if they provide better pricing advantage and meet all of the other requirements?
Substitutions will not be allowed for Price Evaluation on Exhibit I. All items must be priced as stated with existing manufacturer. However, once contract is awarded, contractor will be able to submit approval for alternate items ordered if they meet government requirements.
8. Paragraph 1.6.6 of the Statement of Work (SOW) states that "the contractor shall provide immediate reimbursement/credit on all items returned within thirty (30) calendar days of issue."
The COCESS regularly provides special order items that can not be easily returned without incurring a restocking fee. Immediate credit should only be for stocked items, as nonstock items may be subject to a vendor’s restocking fee. We suggest that immediate credit should only be required for stocked items, and that the credit provided should be less any vendor's restocking fee if the return is not the fault of the contractor. We request that this sentence be changed to state that "the contractor shall provide immediate reimbursement/credit on all stocked items returned within thirty (30) calendar days of issue."
Reimbursement on items returned shall be in accordance with contractor’s proposed detailed merchandise return policy. Whether or not there are restocking fees should not interfer with immediate reimbursement/credit.
9. Paragraph 1.10.4 requires the contractor to immediately pick up items within a 75 mile radius when directed by the Contracting Officer or designee at its own expense. At other COCESS installations, this paragraph has been interpreted to refer to urgent/emergency requirements only.
We request that this paragraph be updated to clearly state that this requirement will apply to urgent and emergency requirements only. Alternately, please provide guidance on the frequency of such directives under the current contract.
The intent of this paragraph is for urgent/emergency requirements. However, the government reserves the right to request local pickup rather than delivery. Frequency of such directive is unknown, but will be based on the requirement date of ordered item.
10. Does the government provide a forklift and/or other material handling equipment at the
COCESS for the unloading of property? Does the current COCESS contractor provide a forklift? If so, what size is required?
Government will not provide forklift. Incumbent contractor leases/owns forklift. Specific size load requirements will be up to the awarded contractor to determine.
