About this file

This is Amendment 0001 to Solicitation FA481926Q0103, issued by the Air Force on August 31, 2026, and effective the same date. The amendment modifies the underlying solicitation and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the deadline by completing and returning one copy of the amendment, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.

The amendment makes four key modifications to the solicitation: (1) updates the NAICS code from 423390 (Wholesale - Construction/Mining Equipment and Supplies) to 238120 (Specialty Trade Contractors - Excavation Work), (2) revises the small business size standard from 100 employees to $19,000,000 in annual revenue, (3) inserts FAR Clause 52.232-18 (Availability of Funds) into Section I Contract Clauses, and (4) adds language to Section L (Instructions to Offerors) stating "Funds are presently not available for this requirement. No award shall be made without funds available. The Contracting Officer retains the right cancel the solicitation in the event funds are not readily available." The solicitation number is updated to FA481926Q01030001. The amendment also incorporates standard FAR clauses regarding ombudsman procedures, elimination of ozone-depleting substances, submission of offers in English language, submission of offers in U.S. currency, and instructions for commercial products and services. Offerors must submit two separate volumes: Volume 1 (Price) with no page limit and Volume 2 (Technical) limited to 7 pages, using 8.5 x 11-inch pages with 12-point Times New Roman font minimum.
