About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of Visual Targets, Visual Augmenters, Manifold Assemblies, and Pressure Gauges for the AGTS Visual Augmenters Program under the 325th Contracting Squadron at Tyndall AFB.

The J&A states that Meggitt Defense Systems, Inc. is the only manufacturer capable of producing this system to meet the agency's requirements. A sources sought posting on SAM.gov received no responses from vendors capable of fulfilling this sole source requirement. The estimated contract value is less than $15 million. The Contracting Officer has determined the anticipated cost to the government will be fair and reasonable. The AGTS-36 system is the standard gunnery target for the U.S. Air Force, Air National Guard, and several allied foreign defense forces. If these items are not acquired, the 82nd Aerial Target Squadron and 53rd Weapons Evaluation Group will be unable to perform a key part of their mission.
