1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide motorcycle safety training to military personnel assigned to Tyndall AFB. Other Department of Defense (DoD) civilian personnel, military retirees, military dependents and civilians may attend motorcycle operator training on a space-available basis at no additional cost to the Government. The list of personnel trained will be provided by the contractor to the 325 FW Occupational Safety Office (325 FW/SEG) within one week of training completion.

1.1. BASIC SERVICES. Motorcycle safety training shall be provided in accordance with (IAW) Department of Defense Instruction (DoDI) 6055.04, DoD Motor Vehicle and Traffic Safety, and DAFI 91-207, The Traffic Safety Program. The training shall include the Basic Rider Course (BRC) and Advanced Rider Course (ARC) at a minimum. The Basic Rider Course 2 (BRC 2) and Military Sports Bike Rider Course (MSRC) may be provided as alternatives to

ARC IAW DAFI 91-207.

1.1.1. All instructors providing Motorcycle Safety Foundation (MSF)-related motorcycle safety training must be MSF-certified instructors. MSF Instructor(s) must provide current MSF Instructor Certification Numbers. Proof of valid MSF-approved instructor credentials shall be provided prior to contract award.

1.1.2. The contractor shall provide and/or ensure students wear head protection, eye protection, foot and ankle protection, full fingered gloves or mittens made from leather or other abrasion-resistant material, long trousers, long sleeved shirt or jacket IAW DAFI 91-207.

1.1.3. The contractor shall provide the required ratio of instructor(s) to the provided number of students IAW the MSF requirements. The contractor may hold a class specifically for Tyndall students with a minimum of four students. However, if less than four Tyndall students are requesting the course, the contractor may include them in courses open to the public, i.e., with students not affiliated with Tyndall AFB.

1.1.4. All MSF training will be conducted at the contractor’s business location. The contractor shall provide classroom facilities with the equipment necessary for instruction and a motorcycle range that meets MSF criteria.

1.2. SPECIAL REQUIREMENTS.

1.2.1. The contractor shall provide the approved and corresponding MSF cards for the course (BRC, BRC 2, ARC or MSRC) as proof of completion for those students who have successfully completed the course. Invoices shall be submitted upon completion of each course with supporting documentation containing the course roster.

1.2.2. Canceled classes by contractor. Notification of canceled classes shall be provided to the students and 325 FW/SEG no less than 3 days prior to the course start date. Canceled courses shall be re-scheduled at the earliest convenience.

4. GENERAL INFORMATION.

4.1 SECURITY REQUIREMENTS. N/A

4.2. QUALITY CONTROL. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

4.3. QUALITY ASSURANCE. N/A

4.4. PHYSICAL SECURITY. N/A

4.5. HOURS OFOPERATION.

4.5.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: 0700-1600, EXCEPT FEDERAL HOLIDAYS. The contractor may extend the hours, to include weekends, at no additional cost to the government.

4.5.2. Recognized Holidays. The contractor is not to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving and Christmas. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.6. CONSERVATION OF UTILITIES. N/A

4.7. RECORDS. IAW the MSF and Air Force Safety Center agreement, Tyndall must maintain records of students. Therefore, the instructor shall supply accurate records containing the following information to 325 FW/SEG.

4.7.1. The contractor shall provide a roster of students who successfully completed the course to the 325 FW/SEG. Personnel that signed up for the training but failed to attend the course will also be identified on the roster.

4.7.2. Roster for each course shall include: (1) date of class; (2) type of class; (3) name(s) of Rider Coach; (4) number of students; (5) student name, email, telephone number; and (5) whether the student passed, failed, left early, no-showed, or counseled out.

4.7.3. Incident reports and waiver/indemnification forms.

4.8. ENVIRONMENTAL CONTROLS: Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer (CO) pursuant to notice requirements and negotiate a modification to the contract.

4.9. GOVERNMENT OBSERVATIONS. Government personnel, other than COs and quality assurance personnel (QAPs), may from time-to-time, with CO coordination, observe contractor operations. However, these personnel may not interfere with contractor performance or make any changes to the contract.

4.10. SAFETY REQUIREMENTS. In performing work under this contract, the contractor shall:

4.10.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

4.10.2. Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention purposes.

4.10.3. Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

4.10.4. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

4.10.5. Record and report promptly (within one hour) to the CO or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

4.10.6. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

4.10.7. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

4.11. TRAINING. N/A

4.12. SPECIAL QUALIFICATIONS. Each instructor must be certified by the MSF to instruct the MSF courses.

4.13. TRAVEL. N/A

4.14. PRIVACY ACT INFORMATION. Tasks under this contract may involve the use of information subject to Provisions of the Privacy Act of 1974. The contractor shall ensure that contractors assigned to this task understand and adhere to the Privacy Act of 1974. The user agency will identify such information and provide specific direction and guidance concerning the safeguarding of such information. The contract staff may be required to read, sign, and adhere to the appropriate nondisclosure requirements.
