1.0 Description of Work:

This Statement of Work (SOW) describes the Government’s requirement for design, procurement, and installation of an Intrusion Detection System (IDS) update in building 7026. System shall be compatible with Windows 10. Design shall include at a minimum one Honeywell Premise Control

Unit (PCU), one Honeywell Site Commander, and sufficient UL 634 listed Level II High Security

Switches (HSS), and UL 639 listed motion sensors (otherwise know as PIRs) to meet the physical security compliance requirements of the Air Force Instruction (AFI) 31‐101 and Intelligence

Community Technical Specification for ICD/ICS-705 Chapter 7, Tyndall AFB specifications, ESE‐SIT‐

0001 for protection of assets, and UL 2050 Extent 3. The government will provide one new

Honeywell Vindicator V5 to be used as the new PCU (V5 is currently programed for ACS). The contractor shall acquire the required licenses and reprogram the V5 to be used as an IDS premise control unit (PCU). The Contractor shall provide all necessary equipment and infrastructure upgrades to support system operations and shall integrate the new components into the existing Electronic Security System (ESS) on Tyndall AFB. The Contractor shall provide all ancillary equipment, materials and/or supplies needed for the installation and associated infrastructure. New signal conductor lines shall be installed for new equipment and where possible, reuse equipment. The contractor shall remove all abandoned or unused conductors the maximum extent possible. The Contractor shall ensure that the system delivered under this contract consists of already proven (qualified) Commercial Off the Shelf (COTS) equipment from the Non‐Nuclear, Intrusion Detection System (IDS) Approved Equipment List (AEL) published by

Air Force Security Forces Center (AFSFC) (hereafter referred to as the “Approved Equipment List

(AEL)”) installed in the approved and tested configuration; and/or, non‐AEL COTS IDS equipment proposed, qualified and proven by the Contractor and accepted (Approved) by the Government as satisfying system requirements. Existing equipment may be reused only if the equipment is currently allowed under the AEL as used in new installations and the equipment is in good working order. The Contractor shall conduct equipment production qualification test and acceptance testing and support Government operational evaluation for non‐CMD IDS equipment (as applicable) in accordance with SOW requirements. The Contractor shall perform Contractor

Verification Testing of the system and subsystems to include information assurance verification and stability testing. Contractor shall validate Contractor supplements to commercial technical manuals and support all phases of Government acceptance testing and provide site‐specific training personnel. The Contractor shall provide factory equipment staging services, onsite

Programming, testing, and training for Vindicator equipment. The Contractor shall provide project management for sub‐contractors and onsite personnel.

1.1 General Requirements Intrusion Detection System (IDS):

Contractor shall procure and install DOD approved IDS equipment, that complies with appropriate

Protection Level standards, Information Security (INFOSEC), Secure Room Storage Standards, and

ICD-705.

Vibration type phenomenology sensors shall not be utilized for Protected Distribution Systems

(PDS) due to the proximity and type of aircraft operations. Refer to section 12, under Reference:

Specifications, Standards, Pubs & Handbook for additional requirements.

Enclosures shall be at least NEMA type 4 without factory knockouts and utilize Medeco type keys to match all other IDS enclosures on the existing IDS system.

All battery backup solutions and charging systems shall be UL rated specifically for the total Ah of the batteries connected to the individual power supply.

Firmware revision with existing base must match unless the facility is required to use alarm “Point

Forwarding” or adding a local VCC and using VRemote to the BDOC VCC.

All “point to source” type alarm configurations and central management (IDS/ACS) solutions must be verified by the OEM as compatible and tested in the proposed “Silo” configuration by 96th Test

Wing Site C3.

Contractor shall protect the cabling between the sensors and the annunciator (called the detection loop) for the IDS in conduit.

Attachment 1 “Facility Drawing Set” depicts a notional installation of the products requested for planning purposes only. This layout is only provided as concept and ultimately the Contractor is responsible to ensure they install a sensor that when operated achieve full, desired coverage.

Contractor shall ensure the IDS is integrated into the Tyndall Air Force Base Vindicator IDS head end monitoring equipment for security reporting and alerting and annunciate at the Base Defense

Operations Center (BDOC).

1.2 IDS Testing & Interim Contractor Support (ICS) Warranty Requirements:

1.2.1 Service Organizations

The equipment items shall be supported by service organizations which are reasonably convenient to the equipment installation in order to render satisfactory service to the equipment on a regular and emergency basis during the warranty period of one year after acceptance.

1.2.2 ICS Warranty Period

ICS Warranty Period shall commence upon completion of successful 72-hour burn-in with concurrence from the 325th ESS NCOIC. The ICS Warranty period will expire 1 year after successful 72-hour burn-in with concurrence from the 325th ESS NCOIC.

1.2.3 Failure Response and Repair Considerations during testing and ICS Warranty Period The Security Forces Electronic Security System (ESS) NCOIC can suspend an alarm account if it is deemed unreliable, non-compliant, or impacts the stability of the overall base alarm system. In this scenario security for the alarmed area will be turned over to the owner/user; Security Forces will not be responsible for maintaining alarms or security for the area until alarm issues are corrected and verified by the ESS NCOIC.

1.2.4 Response Time during testing and ICS Warranty Period

The Contractor shall respond within 24 hours upon notification that repairs are needed to the affected Intrusion Detection System.

1.2.5 Repair Time Thresholds during testing and ICS Warranty Period The Contractor shall make all repairs the next business day following notification that repairs are needed to the affected Intrusion Detection System. If parts are unavailable, repairs shall be made the business day following receipt of parts.

1.3 Access Control Entry System (ACES) Requirements:

The current system is a combined IDS/ACS system. The existing V5 to be reused as the Access Control unit and shall remain in place and fully operational.

1.4 Annunciator Requirements:

Existing IDS Master and VCC programming shall be deleted for the legacy ACS V5 located in building 7026.

1.5 ACES function:

All existing access control devices must remain integrated and functional in the existing ACS V5 and remote enrollment station.

1.6 Data Package/ As Built Drawing Package Deliverables

Complete data package of electronic/Auto-CAD drawings shall be provided to ESS site personnel for each system, sub-system or component certified for future use as a result of this installation effort. All part number, serial numbers, warranty information, username/passwords must be captured in this deliverable. The data package shall be provided by disk in .dwg format and .pdf format, no later than 2 weeks after completion of successful 72-hour burn-in to the facility representative and the 325th SFS ESS NCOIC.
