Tyndall AFB Digital Mailing System – Question and Answer Currents as of 13 Feb 19

1. In reference to 2.2.1.9

Does all rates include the Department of Defense Sch 48 rates required for maximum postage discounts?

Yes, all rates include DoD Sch 48 rates required for maximum postage discounts.

To fund the postage transactions including the Sch 48 rates, does the government require one postage account only be used or will it accept a separate credit line for payment of the postage for package shipping?

One credit line can be used for payment for the postage for package shipping

2. In reference to 2.2.1.10

Will the government accept printing of reports from the online consolidated management reporting program?

Yes the government will accept printing of reports from the online consolidated program.

3. In reference to 2.2.1.6

Will the government accept a machine in use at USAF bases with a sealing thickness of 5/16” thick?

Yes, we will accept a machine with sealing thickness of 5/16”

4. In reference to 2.2.1.2

The USPS requires internet connectivity for mail machines to process all USPS transactions available including Sch 48 rates. The USAF has established commercial ISP (hard wire or W- FI), or accepted a vendor supplied 4G connection. To allow for the most efficient equipment performance and to secure the most cost-effective USPS mail processing rates available, will the government please remove the analog telephone connection requirement?

Yes, we agree on the removal of the analog telephone connection specification, so long as the vendor provides network connection.

5. In reference to 2.2.2.17

This requirement is restrictive to a single manufacturer and does not impact PDC functionality.

Please remove this restrictive weight requirement to allow for full and open competition.

Yes, we agree on the removal of this specification in order to have full and open competition.

6. In reference to 2.2.2.x

Shall the inbound tracking system connect to a network internet connection provided by the government to facilitate updates and/or to communicate with a Cloud-based application, or via a

network connection provided by the vendor?

We agree on a vendor provided network connection as stated in item 2.2.1.2.

7. So the point of clarification that I am looking for is does this RFQ require Dynamic Weighing mode?

Yes the Dynamic Weighing Mode is a required must.

8. In reference to 2.2.2.x

If a vendor is providing a Cloud based solution, is the vendor required to show documented proof that the solution has FedRamp Certification with a ATO approval.

Yes.

9. In reference to 2.2.1.9

Vendors are not permitted to extend credit for postage transactions. The question was not worded clearly. Is it the intention of the government to only fund a single prepaid postage account, and not permit the use of a credit line, for all letter and package mail?

The requirement owner could not formulate a response due to ambiguity, it is still not clear what is being asked.

10. Please clarify In the TOTAL PRICE column, do you want the monthly price or the extended annual cost?

Please include the total price for all 12 months of service combined, prices per month are not needed.

11. In reference to 2.1

Does the definition of all equipment include a vendor supplied PC for the inbound tracking system, or will the government provide a PC compatible with the solution?

The vendor is not required to supply a PC.

12. The Specific tasks references supplies as part of the requirement to “provide all equipment….to support ….task areas”. It is not possible to include a price component for consumable supplies within a monthly lease price. There is no provision for this within the industry, so we respectfully request this task requirement be changed to state:

Introductory supplies shall be provided to operate the equipment upon installation and consumable supplies shall be purchased separately as needed by the Government.

We agree to this change.
