STATEMENT OF WORK

INSTALL CHECK VALVE ON HOUSING LIFT STATION FORCE MAIN

TYNDALL AFB

FLORIDA

Base Project Number:

XLWU 18-1054 27 July 2018

1.0 INTRODUCTION

The project intent is to install wastewater force main piping and valves in compliance with applicable Air Force, federal, state and local requirements for a valve connection to the force main from Lift Station #13 located at the junction to the wastewater force main from Lift Station #1722. The general area noted by the cemetery along Boy Scout Road. Exhibit A has been attached to indicate the specific location. The Contractor shall perform the services herein and as described in this Statement of Work (SOW) and the included solicitation documents.

2.0 SCOPE OF WORK

The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the SOW, solicitation documents and information covered during a pre-construction/criteria review meeting to be held prior to Contractor mobilization.

2.1 Scope & Applicable Documents: This SOW sets forth the requirements for an SR&M Acquisition contract for site specific construction effort to perform wastewater system piping and valve installation within Lift Station #13 force main. The Contractor shall adhere to the following guidance during the construction phase of this project: United States Army Corps of Engineers, Florida Fish and Wildlife Conservation Commission, International Plumbing Code (IPC), Unified Facilities Criteria (UFC) 3-600-01, those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area, Air Force Standards, Department of Defense (DOD) Directives, Florida State Statutes, and the Tyndall AFB Facility Excellence Plan (Base Regulations), Occupational Safety and Health Administration (OSHA) Requirements, Department of Environmental Protection (DEP) Regulations, Environmental Protection Agency (EPA) Regulations, and any related Americans with Disabilities Act (ADA) Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the contractor from adherence with applicable codes not specifically addressed.

2.2 Description of Work: Presently there exists Lift Station #13 within the Lake Felix Housing Area.

The force main from this station extends easterly to Boy Scout Road (cemetery vicinity) to which a connection to a 16-inch diameter force main from Lift Station #1722 exists. This 16-inch diameter force main continues northward to the Bay County AWT Plant located at the Military Lagoon area. There is no valve in the 8-inch Lift Station #13 force main to prevent backflow pressure from the 16-inch diameter force main along Boy Scout Road. Therefore, the Lift Station #13 force main is experiencing the high line pressure of the 16-inch diameter force main. The force main from Lift Station #13 is aged and the elimination of back pressure from the 16-inch diameter main from Lift Station # 1722 will extend the service life of the 8-inch diameter force main and minimize the probability of line breaks or air-relief valve failures. As part of this project it is suggested to construct a concrete vault to house a one-way weighted arm check valve assembly to eliminate backpressure from the 16-inch force main but allow flow from Lift Station #13 into the 16-inch force main. The assembly shall have the capability with valves to bypass the flow such that the check valve assembly can be safely removed for repair or replacement without spillage.

There are no gravity wastewater manholes locally available to bypass pump into during installation.

Each of the two force mains in question are pressurized. Any check valve assembly installed shall be lead free. Substitutions and/or deviations will not be accepted unless approved by the Contracting

Officer (CO) in writing. The Government will provide at the Government’s expense an-onsite archeologist that will be required during the excavation process.

2.2.1 Check Valve Installation (See Site Layout): Check Valve installation include the following

A. Excavation pit for new vault

B. Construct by-pass pumping assembly w/ valves

C. Install weighted arm check valve

D. Concrete vault installation

E. Wastewater haul and disposal

F. Testing and Clean Up

12.2 Restrictions: If Tyndall AFB implements water usage restrictions, the Contractor is required to comply with these restrictions, at no additional cost to the Government. In the event the Contractor cannot comply with water usage restrictions and still meets other contract requirements (particularly when installing sod or hydro-mulching), then he can request permission from the CO for relief from the restrictions.

12.3 Waivers: Submit request for waivers to water conservation restrictions in writing. The CO will consider such cases on an individual basis and grant waivers only in extreme cases. Submit detailed requests with appropriate manufacturer’s/supplier’s data to show unavoidable noncompliance with the water usage restrictions. In the event a restriction is conditionally waived, use only the minimum amount of water necessary to comply with contract requirements.
