Single Source Justification (Simplified Acquisition)

Section B: Description of the Supplies/Services Required

One (1) Pavement Test Core 255 (PTC-255) pavement coring drill trailer. This system is air-transportable and enables the structural evaluation of airfield pavements worldwide by allowing the access to subsurface layer and providing a test specimen for further analysis.

Section C: Justification for Soliciting from a Single Source

No other vendors aside from SIMCO can provide the needed items because there are no other after market manufacturers who can meet our requirements. SIMCO Drilling Equipment Inc., custom fabricated the three pavement coring trailers in the Air Force Civil Engineer Center (AFCEC) inventory. SIMCO possesses the expertise to adapt this piece of equipment to the AFCEC teams' unique airfield pavement evaluation process. Currently the Airfield Pavement Evaluation (APE) Team has five (5) PTC-255 pavement coring drills in the Air Force inventory and maintaining interchangeable parts between the team's old PTC-255s and the new PTC-255s, as well as other equipment specially designed to fit the current configuration needs to be maintained.

Section D: Efforts to Obtain Competition

There are limited sources for this requirement. There are no other vendor that can supply a product to fit our current configuration and application of the APE team testing procedures. AFCEC has monitored technical publications, contractors' brochures, and information provided at trade shows and direct mailings for other potential sources of acquisition. SIMCO Drilling Equipment Inc. is the only known source that can provide hydraulic drilling equipment that is compatible with current AFCEC airfield pavement drilling equipment. A RFI was posted on FedBizOpps on 13 Aug 2018 for 14 days. SIMCO was the only vendor that stated they could provide the SIMCO Core Trailer, PTC-255, Trailer with Tank.

Section E: Steps to Preclude Future Single Source Awards

The five (5) existing hydraulic PTC-255 systems were manufactured by SIMCO Drilling Equipment, Inc. and SIMCO is the only known source of parts that are compatible with these systems. Market research will continue to be conducted for this requirement. The government will continue looking for other companies to fulfill future requirements, and evaluate systems as technology evolves to determine suitability.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
