STATEMENT OF WORK
Trailer-Mounted Core Drill Trailer (PTC-255)
DATE: July 28, 2018
1- PURPOSE. The purpose of this statement of work (SOW) is to provide requirements for the procurement of one (1) trailer mounted PTC-255 core drill. This system is air-transportable and enables the structural evaluation of airfield pavements worldwide by allowing the access to subsurface layer and providing a test specimen for further analysis.
2- SCOPE. Provide one (1) trailer mounted PTC-255 core drill. The vendor shall provide all labor materials and equipment necessary to provide the AFCEC Airfield Pavement Evaluation Team with a trailer mounted PTC-255 core drill. This equipment shall meet the following specs listed below.
3- DELIVERY DATE. The contractor shall deliver the trailer mounted PTC-255 to Tyndall AFB NLT TBD.
4- TASKS: The contractor shall provide a trailer-mounted pavement drill that meet the following specs;
4.1- 255 PTC Pavement Core Drill
4.1.1- Power/Fuel/Gauges: 25 H.P. liquid cooled diesel engine. 12-volt electric key start, choke, throttle control and emergency shut down located on the control panel, 8 gallon fuel tank with fuel gauge capacity and a combination hour meter and engine tachometer.
4.1.2- Drill Head: 2- Speed, Top head Rotary Drive (2”-8” Cores) with output ratings of 100 ft. lbs. / 1,000 rpm – 200 ft. lbs. / 500 rpm. The speed range must be controlled with an adjustable flow control valve. It shall have direct reading tachometer displaying the exact RPM of the drill head. Drive Head will be closed type, spiral bevel gears, bronze quill-octagonal hollow bore spindle, 1-27/32 i.d. – (46.8mm) with twin cylinders providing 24 inches (609.6mm) travel. Swivel head shall permit 360 degrees angle drilling.
4.1.3- Mast/Feed System: Hydraulic cylinder provides 42" of stroke for the drill head. Maximum ratings for pull up and pull down no less than 14,500 lbs and 10,000 lbs. A separate mast slide cylinder provides 20" of up & down movement of the entire mast assembly allowing downward movement for solid contact with the pavement and upward movement for easier removal of the cores.
4.1.4- Mast Swivel: The mast shall hydraulically swivel left or right up to 8" either side of center once the mast is raised to the vertical position. The mast shall also pivot 180 degrees when in the vertical position.
4.1.5- Feed Rate and Bit Pressures Controls - Feed rate control shall allow the operator to adjust the down feed speed from 0 - 62 FPM. The maximum upward feed rate is 43 FPM. The bit pressure control system shall consist of an adjustable valve, an on/off switch and a pressure gauge. When the system is engaged, bit pressure shall allow adjustment between 0 - 5460 lbs. The system shall include and emergency stop switch mounted on the control panel.
4.1.6- Water pump: Shall be hydraulically driven progressing cavity water pump providing a maximum output of 0 - 7.5 GPM/75 PSI. Pump output shall be controlled with the adjustable hydraulic flow control valves.
4.1.7- Core Barrel Centering Guide: Shall attach to the bottom of the mast and hold the thin wall bit steady. The three roller guides shall be adjustable to accommodate core barrels from 2" to 12" diameter. A rubber splash skirt shall be included.
4.1.8- Control Panel: all controls shall be grouped for ease of operation and located to the left of the drill head 4.1.9- Consignee delivery 4.1.10- Manufacturer’s standard color 4.1.11- Minimum 12 month warranty 4.1.12- Military markings: Data plates will include the following information, at a minimum:

4.2- Pavement Core Trailer
4.2.1- Shall be a tandem axle trailer rated at 7,000 lbs GVW. Must include a loprofile, 200 gallon stainless steel water tank with baffles, water level gauge, vented filler cap and drain plugs, two 6' lockable tool box, a 2-5/16" ball or 3" lunette eye adjustable hitch, electric brakes with safety breakaway system and heavy duty fenders. Three hydraulic leveling jacks with two way check valves are built into the trailer, one on the tongue and two at the rear corners. When all three jacks are fully extended, the entire trailer and thus the bit will be roughly square to the pavement surface. The separate 3-spool valve for the jacks must be plumbed into the drill rigs hydraulic system.
