Section B: Description of the Supplies/Services Required

This requirement is for two floating licenses (a license that is able to be shared among a large number of users over time), the ANSYS Inc. Mechanical Enterprise - Technical Enhancements and Customer Support (TECS). The licenses are paid up and owned by the USAF Air Force Civil Engineering Center (AFCEC). The Technical enhancements and customer support (TECS) are the yearly renewals for both of the floating licenses. The TECS yearly renewal for the floating licenses is an annual requirement. This product is used as part of the Explosive Research, Development, Test and Evaluation (RDT&E) program.

Section C: Justification for Soliciting from a Single Source or Brand Name

FAR 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. ANSYS Inc. provides a mechanical engineering software solution that uses finite element analysis (FEA) for structural analysis by using the ANSYS Inc. Mechanical interface. It covers a large range of applications such as geometry preparation and optimization. Alternative mechanical modeling software does not have the capability of performing nonlinear analysis and pairing it with the information imported from a computer aided design (CAD) package. The ANSYS Inc. software package is capable of performing additional engineering analyses such as heat transfer, structural, electrical, multi-physics and some computational fluid dynamics (CFD) without being a dedicated CFD platform.

Section D: Efforts to Obtain Competition

Market research shows that mandatory sources, Ability One and UNICOR, cannot fulfill the requirement. Due to mission requirements and the systems that are currently in place, ANSYS Inc. is the only brand that is capable of fulfilling the requirement.

Several General Services Administration (GSA) vendors were contacted about whether they are capable of providing the license renewal. An email was sent to the following GSA vendors: Sterling Computers Corp., ImmixGroup Inc., Fig Leaf Software Inc., ANSYS Inc., Dynamic Systems Inc., Locus Technologies, Alliance Technology Group LLC, BMC Software Inc., and CounterTrade Products, as these are some of the primary vendors for software. ANSYS Inc. and Sterling Computers Corp. were the only companies that responded, stating that they are capable of offering the required product. This requirement will be solicited through GSA since there is a reasonable expectation that offers will be received from at least two businesses.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market Research will continue to be conducted for this requirement and for all subsequent acquisitions. AFCEC/CXAE will continue to pursue alternative companies that provide software that can be used to meet the unique needs of the blast research and development program. As technology improves, and the needs of AFCEC evolve, other systems will be evaluated to determine suitability for future requirements.
