FAR 6.302-1(c) (1) - Application for a brand name description. In accordance with AFI 11-301 Volume 2, the Air Force Major Command (MAJCOM) determines what device is authorized for use in survival kits. The Policy Letter states that RescueMe PLB1 was selected as the authorized replacement item for the Peacetime PRC-90 series radio.
Section D: Efforts to Obtain Competition
In accordance with Policy Message, CY2018-006 by Air Force Life Cycle Management Center (AFLCMC); the RescueMe PLB1 device was chosen after exhaustive testing and evaluation of six (6) different Commercially off the Shelf (COTS) Personal Locator Beacons (PLB).
Section E: Steps to Preclude Future Single Source Awards
The Air Force MAJCOM determines the authorized locator beacon that shall be used in survival kits per AFI 11-301 V2. The government will continue to conduct market research to determine if changes in the Air Force Instructions (AFI) require an alternative locator beacon.
Additionally, the government will continue to research updated AFIs and Policy Letters to determine if authorized locator beacons will be utilized.
