Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 325th Contracting Squadron (325 CONS) 501 Illinois Ave Suite 5 Tyndall AFB FL 32403-5526

Purchase Request/ Identification Number:

MIPR 11171911

Project/Program Name: Department of Defense Fire Emergency Services Certification Program

Estimated Contract Cost (including Options):

$30,000.00

Section B: Description of the Supplies/Services Required

30,000 IFSAC certification seals (sequentially numbered) for use on the Department of Defense (DoD) Fire and Emergency Services Certification Program (FESCP) Certificates.

Section C: Justification for Soliciting from a Single Source

The DoD FESCP is accredited by IFSAC and in order for us to issue IFSAC accredited certification certificates we must purchase certification seals directly from IFSAC. If we do not purchase the required certificiation seals we will violate DoD Instruction 6055.06 and lose our program accreditation which will negatively impact military upgrade training and civil service firefighter qualifications/promotions. We have issued over 840,000 DoD certification certificates with IFSAC seals since becoming accredited in 1993.

Section D: Efforts to Obtain Competition

Market research was conducted through Internet searches on GSA Advantage as well as other commercial Internet portals. There are no other entities issuing IFSAC seals. IFSAC is the only source for purchasing the required certification seals.

Section E: Steps to Preclude Future Single Source Awards

DoD Instruction 6055.06; Fire and Emergency Services Certification Program, specifies that the designated program management office must maintain accredited agency status and membership with IFSAC. Based on the mandatory guidance above the only source to obtain these seals is from IFSAC.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
