XLWU 17-1037 Repair Base Pavements, Multi
23 August 2017
BLDG 246 Area
1. Can all items/equipment be moved to complete work all at once?
Military equipment will be moved by the users from the work areas to permit completion of the contracted work. It is not anticipated that all equipment within the facility fence are required to be moved (ref. SOW section 3.2).
2. Can the Government better define the limit of the area (perimeter) that will require rework? Will the work extend to the perimeter fence or just within the box defined in the Drawings?
The limits of work for the B246 facility are as shown in the Criteria Drawings. The government intent and estimations accounted for a work area with a minimal overrun beyond the joint between new and old pavements observed at the site visit and in the satellite imagery.
3. What is the specification of the grass required to be replaced after the drain swell has been worked?
The following excerpt from the Tyndall BASH Plan provides information regarding the preferred grass type and installation methods. Note that Building 246 is not located north of Florida Avenue.
”Drill seeding” or “slit-seeding” of bare areas to discourage bird loafing and forage for grit.
Note: The use of Hydro-seeding is discouraged on the flightline side of the base, north of Florida Avenue and will be addressed with 325 FW/SEF on a case-by-case basis. Additionally, grass species such as “Brown Top Millet” has been known to attract large quantities of doves and should not be used. Bahia (Pensacola or Argentine) is the preferred grass species for the airfield.
4. Will the concrete above the utilities running across the paved areas need to be replaced or can it be paved over with asphalt?
The concrete within the work area may be milled and overlayed.
5. Does the Government has the As-Built for the depth of the concrete laid above the utility lines?
No records are available at this time to provide the concrete depth. Base personnel suggest that the concrete was used to replace removed asphalt during the trench installation of electrical power to the facility.
6. Will entry to the area need to be maintained during the work?
During performance of the contract, non-work areas shall remain functional to normal facility activities to the greatest extent practicable. All work performed by the contractor shall be coordinated with the user and the Civil Engineering Squadron in advance of performance of each activity. During the limited times when the gate must remain open, the users will provide staff to monitor gate.
7. Can low points in the affected areas be marked?
Edge of pavement low points will be field marked by Tyndall GeoBase personnel to assist the contractor in determining the most beneficial locations for the curb cuts and flumes.
8. Will the beige storage building stay in place or be moved to resurface the area it sits upon?
The beige storage building will remain in-place during the performance of the contracted work.
9. Does the Government have elevation measures of the swell to drainage point?
Based on available data, the government estimates that there is a 0.8 foot drop in elevation from the edge of pavement to the top of inlet. The contractor should field verify actual conditions.
Texas and Lein Roads
1. Can the Government resend the drawings for these roads?
Yes.
2. Are stripes required for these roads due to such low speed limits?
Pavement markings shall be painted to match existing. The contractor shall notify the government if existing markings conflict with Manual on Uniform Traffic Control Devices (MUTCD) or Florida Department of Transportation (FDOT) Standards. The current version of the MUTCD may be found at https://mutcd.fhwa.dot.gov/pdfs/2009r1r2/mutcd2009r1r2edition.pdf
3. Can the vendor work on Saturdays?
The Contractor shall submit a request to work outside of normal duty hours and days. If approved, the Contractor may work during the requested times. Please refer to section
3.10 and 3.11 of the Statement of Work.

Yes. The initial phasing plan is intended to provide the government with general schedule and duration information that will be used to coordinate with the base populous.
5. Will the vendor be able to work during night hours for this requirement?
https://mutcd.fhwa.dot.gov/pdfs/2009r1r2/mutcd2009r1r2edition.pdf

To the south west of the trees, a storm water pipe crosses the islands and drive (+ 18 feet outside of the tree area). The contractor is required to submit an AF103 Dig Permit prior to activities that will field locate the utilities in the work areas.
