Questions and Answers

1. Is the unit of issue was is listed as “each” the same as hours?

Each is the same as unit of work which is 4 hours.

2. Is this a new requirement?

This is a recompete.

3. If this is not a new requirement, can the government provide the name of the incumbent?

4. If this is not a new requirement, can the government provide the previous solicitation number and award information?

5. Can the Government provide a historical sampe or sample schedules that may be representative of the “average month” for the Testing Specialist?

Normal monthly testing sessions would equal 12. Testing is offered Tuesday through Thursday of each week.

1. Section 1.0 General states: “the Testing specialist/contractor will be paid per Unit(a) of Work. One unit of work normally 4 hours, will consist of the administration(b) and supervision of…..”

a. Question: In the event the efforts of the day are less than or more than 4 hours, how are the Units determined. i.e. if efforts extend to 5 hours for a day, will this be considered One or Two Units? Will one unit be the minimum even if the effort takes less than 4 hours?

Units will be the same whether the day is less than or more than 4 hours. The time usually does not deviate very far from the alloted time of 4 hours.

b. Question: In terms of Administration, is it intended that the Unit or four hour block include the associated administrative duties such as test inventories, document filing, reporting, materials ordering, etc?

Yes, the average length of a test is normally under two hours, leaving time for administrative duties.

2. Section 2.3 states: Contractor shall provide to Prometrics(a) a current quarterly inventory of tests. Quarterly inventory will be signed by the TCO or Alternate TCO and mailed to Prometrics.

a.Question: Can the government provide the relationship and depth of requirements, required of the Testing Specialist to Prometrics. Is the reporting limited to the DANTES examination?

Prometrics is contracted by the U.S. Navy to provide examinations to all branches of the Department of Defense. The quarterly inventory is an automated computer report of test on hand. Each booklet serial number is checked against the computer report. Prometrics presently is the only contractor requiring inventory reports.

1. Section 2.2 states: “Transcripts of College Degree will need to be submitted”

a. Are the transcripts required to be submitted with the proposals or post award?

Transcripts may be submitted with proposals. Transcripts must identify they have a degree from a Regionally or Nationally accredited school At some point before contractor begins work on the contract a transcript must be submitted. If a transcript isn’t sent and deemed acceptable the contractor will not have met the full requirement and deemed technically unacceptable.
