About this file
This is a Questions and Answers document for federal solicitation FA481426Q0026 regarding a Brass Crusher electrical installation requirement, dated June 25, 2026. The document does not address specific contract vehicles, pricing terms, set-asides, or award dates, as it consists solely of clarifications to contractor inquiries about project scope and logistics.
Key project details include: electrical drawings for Building 1880 and Connex installation location will be available at a mandatory site visit on June 30, 2026 at 1000 hours EDT; the contractor is responsible for verifying that the existing 400A Square D HCM panelboard has sufficient capacity for a new 90A breaker and transformer installation, with any required panel upgrades subject to WRRB approval; the transformer will be located in the electrical room approximately 8 feet from the panel, with approximately 100 feet of cable run to the outdoor Brass Crusher equipment location at the closest parking lot point; the contractor must arrange the dig permit through Customer Service in Building 11 and coordinate trenching and digging with the Electrical Shop after utility locating is completed; stamped electrical drawings are required for final acceptance as this constitutes a new circuit off an existing panel; outage coordination will be managed through the Electrical Shop; and SFS will provide an escort if contractor personnel are not badged to travel independently on the base. Responses to Questions for Brass Crusher Requirement | Dated 6.25.2026 Solicitation# FA481426Q0026
1. Are existing electrical one-line diagrams, panel schedules, or as-built drawings available for
Building 1880 and the Connex installation location?
a. Yes, will be available at Site Visit 30 June 2026 @ 1000hrs EDT.
2. Has the Government verified that sufficient capacity currently exists within the identified 400A
Square D HCM panelboard to support the new 90A breaker and transformer installation?
a. No, the USG only approved the concept. Contractor shall verify rating/capacity coordination of the equipment and cabling being installed. USG expects the existing panel to be satisfactory for circumstance. If reinforcement is required, contractors shall identify this, as it may require additional USG approval if the existing panel needs to be upgraded.
b. The contractor should review the drawings and visit the site to confirm conditions. The totality of the requirement should be captured before submitting his bid. Any upgrade required for the power supply and any issue requiring panel upgrade would require review by the WRRB since such change is not part of the current work scope. Additional review can be walked through the process for fast turnaround.
3. What is the approximate distance between the identified panelboard, transformer location, and the
Brass Crusher equipment location?
a. The transformer will be in the electrical room with the panel, within 8 feet of the panel. The Brass Crusher is placed outside at the closest parking lot point, installed as the Fire Marshall specified. The distance from the electrical room to the Brass
Crusher is approximately 100 feet.
b. Information provided above is an estimate. The electric room is a small room with two location options within the room for placing the transformer. Assumption is that the transformer will be located adjacent to the Main Distribution Panel. The contractor will need to confirm based on the dimensions of the transformer being installed. The Electric Shop can get you the distances if needed for the solicitation or can be obtained during Site Visit.
4. Will utility locating services be provided by the Government, or are they the responsibility of the contractor?
a. Work with customer service on the dig permit. They will inform you when approved and have the marksman go locate. The contractor is responsible for digging once location is complete. Digging must be coordinated with the Electrical shop which will oversight the work.
5. Could you please clarify if the contractor is responsible for initiating and routing the base dig permit (e.g., AF Form 103 / Base Civil Engineering Work Clearance Request), or if this will be secured by the Government/6 SFS prior to the period of performance?

a. Contractor arranges Dig Permit with Customer Service in B11.
6. Is a site visit available prior to submission of quotations? If so, please provide scheduling instructions and available dates (Site visits are open M-F 0800-1500.)
a. Yes. 30 June 2026 @ 1000hrs EDT.
7. Can the Government provide the manufacturer, model number, or electrical specifications for machine RLLR-4001-0001? (This already been provided to 6 CONs)
a. The machine is owned by the requester. They will have to provide you the information on the unit you need.
8. Are there any known underground utility conflicts within the proposed trenching path?
a. We cannot confirm or deny. Underground locating is required to confirm the trench path is satisfactory. If not, then an alternate trench path must be determined.
9. Are stamped electrical drawings required for final acceptance?
a. Yes. This is a new circuit off an existing panel.
10. Are there any outage coordination requirements or restrictions for work affecting existing electrical systems?
a. Coordination will be made with the Electrical Shop
11. Is a base escort required for contractor personnel, or will temporary contractor passes be issued?
(Temporary passes will be issued.)
a. SFS will be required to provide an escort if the contractor is not badged to travel independently.
12. What is the exact location of the existing 400A Square D type HCM panelboard relative to the installation site to support accurate routing and installation planning?
a. The panelboard is in the electrical room. Connections to the transformer and to the container housing the Brass Crusher is straightforward; essentially two straight cable runs barring discovery of interference.
