Performance Work Statement (PWS) Full-Service Turnstile Preventative Maintenance
6/1/2024
1. INTRODUCTION: The United States Central Command (USCENTCOM) has a requirement for a full-service turnstile Preventative Maintenance (PM) located at bldg. 570, 571, 565, 575. The Contractor shall furnish all labor, materials, parts, travel, and equipment to set-up, maintain, teardown, and store in support of this Performance Work Statement (PWS).
The requirements above are hereafter referenced as “Full Service”. The Contractor shall perform to the standards in this contract. This PWS requires the work to be performed by qualified contract professionals, and they will hereafter be referred to as “Contractors.” The Contractor shall provide written assurance of the competency of their personnel and a list of credentials of approved service personnel for each model the Contractor services at USCENTCOM to the Contracting Officer and/or the COR within 10 calendar days after contract award. Contractor shall revise this documentation whenever service personnel are assigned or re-assigned to USCENTCOM. The Contracting Officer or COR reserve the right to request authentication of factory training certificates or credentials from the Contractor at any time for any personnel who are servicing USCENTCOM equipment.
2. DEFINITIONS/ACRONYMS:
2.1. American National Standards Institute (ANSI)
2.2. Contracting Officer (CO) – DOD official with the authority to enter, administer, and/or terminate contracts and make related determinations and findings.
2.3. Contracting Officer's Representative (COR) – Government representative responsible for providing contract oversight and technical guidance to the Contracting Officer. Responsibilities include certification of invoices, placing orders for service, providing technical guidance, overseeing technical aspects of the contract. All administrative functions remain with the Contracting Officer.
2.4. Contractor –refers to both the prime Contractor and his/her employees, and any sub-contractor and their employees.
2.5. Field Service Engineer (FSE)
2.6. Fixed-price contract- is a type of contract that provides for a price that is not subject to any adjustment based on the contractor's cost experience in performing the contract.
2.7. NICET – National Institute for Certification in Engineering Technology
2.8. National Fire Protection Association (NFPA) - is United States trade association, albeit with some international members, that creates and maintains private, copyrighted standards and codes for usage and adoption by local governments.
2.9. National Electrical Code (NEC)
2.10. Occupational Safety and Health Administration (OSHA)
2.11. Quality Assurance Surveillance Plan (QASP) – an organized written document used for quality assurance surveillance. The document contains specific methods for performing surveillance of the Contractors continuous performance.
2.12. Quality Control and Quality Control Plan (QCP) – Those actions taken by the Contractor to control the production of goods or services so they will meet the requirements of the contract.
2.13. Performance Work Statement (PWS) - is a statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.

USCENTCOM will not provide service manuals or service diagnostic software to the contractor. The Contractor shall obtain, have on file, and make available to its FSE all operational and technical documentation (such as: operational and service manuals, schematics, and parts list), which are necessary to meet the performance requirements of this contract.
4. GENERAL REQUIREMENTS:
4.1. Contractor shall provide full-service turnstile PM in accordance with manufacturer recommendations and industry standards/best practices. This full-service will include, but not be limited to, the safe operation and maintenance of all turnstiles and its controlling equipment. This full-service requirement is located and highlighted below. In strict accordance with this Performance Work Statement (PWS), terms and conditions, service shall include, but not limited to, labor, supervision, supplies, equipment, and material necessary for complete and safe operation year around.

4.3. Background: This “full-service” Turnstile PM will be in/around bldg. 565, 570, 571, 575.
4.4. Performance Period (PoP): The Contractor will provide this “full-service” 1 June 2024 – 31 May 2029.
Base Year - CLIN 0001 - Specific Requirements - POP is 1 June 2024 to 31 May 2025.
Option Year 1 - CLIN 1001 - Specific Requirements - POP is 1 June 2025 to 31 May 2026.
Option Year 2 - CLIN 2001 - Specific Requirements - POP is 1 June 2026 to 31 May 2027.
Option Year 3 - CLIN 3001 - Specific Requirements - POP is 1 June 2027 to 31 May 2028.
Option Year 4 - CLIN 4001 - Specific Requirements - POP is 1 June 2028 to 31 May 2029.

5. SPECIFIC REQUIREMENTS/TASKS AND ASSOCIATED DELIVERABLES.
5.1. Contractor shall perform quarterly Preventative Maintenance (PM)/inspections that will include but not be limited to:
5.1.1. Contractor shall provide the quarterly maintenance schedule within 10 calendar days after award.
5.1.2. Contractor shall inspect and lubricate each Pivot Arm
5.1.3. Contractor shall inspect and lubricate each Locking assembly/Locking Bar assembly.
5.1.4. Contractor shall inspect and maintain Ratchet assembly.
5.1.5. Contractor shall inspect and maintain Self Centering Spring Adjustment
5.1.6. Contractor shall inspect and maintain Self-Centering Shock Absorber Adjustment
5.1.7. Contractor shall inspect and maintain Self-Centering Speed Control Spring Inspection
5.1.8. Contractor shall inspect and maintain Plunger Roller Inspection.
5.1.9. Contractor shall inspect and maintain Limit/Rotation Switch Inspection and Adjustment
5.1.10. Contractor shall inspect and maintain Controller Inspection.

5.1.22. Contractor shall provide a proposed quality assurance surveillance plan(QASP). Provide detailing measurable performance standards that directly relates to the full-service lighting display and the essential improvements needed to maintain efficient operation and control.
5.1.23. Contractor shall provide telephone support which shall be available 24/7 including Holidays and weekends to resolve minor system issues via phone. Non-emergency issues shall be resolved during a regularly scheduled weekly PM Visit.
5.1.24. Contractor shall provide service reports at the completion of each service. All service reports shall be signed by COR for this contract or his designee upon completion. Routine services for quarterly PM Inspection shall contain the contract number, date of service, time reported, time departed, and details of services performed. These documents shall be part of the quarterly review requirement.
5.1.25. Contractor shall ensure work sites remain clean and all waste/scrap materials will be disposed of off base. The dumpsters on base CAN NOT be used by the Contractor.
5.1.26. Contractor shall update and replace equipment as needed.
5.2. System Performance Updates and Upgrades. Quarterly inspection, maintenance and repair reports shall be provided to the COR within 10 calendar days of completion.
5.3. Government-furnished items and services: DOD will provide nothing.
6. SAFETY & ENVIRONMENTAL REQUIREMENTS:
6.1. Emergency and Non-Emergency calls: On–base, call 911 for emergencies. For non-emergency incidents, contact MacDill AFB Security Forces at 828-3322.
6.2. Safety Regulations: The Contractor shall comply with all applicable Federal and State safety regulations, and requirements, including, but not limited to Occupational Safety and Health Association (OSHA), National Fire Protection Association (NFPA), National Electric Code (NEC) and Environmental Protection Agency (EPA).
7. REPORTING REQUIREMENTS
7.1. The contractor shall report to the COR or his representative upon arrival on site and prior to departure of site.
7.2. The technician shall report any issues that may arise with the full-service turnstile maintenance that will need to be addressed to ensure the system is maintained and operates properly.
8. CONTRACTOR EXPERIENCE REQUIREMENTS. The contractor will have fully trained/certified technicians for the turnstile equipment systems. Certification of training will be provided to the COR with 10 days after the contract award.
9. CONTRACTOR SECURITY REQUIREMENTS. Because work is being accomplished near a sensitive area, the contractor shall also provide additional information to be turned over to the HQ USCENTCOM Facilities Office.
9.1. Employee Information: The contractor shall comply with all security controls in place at the work site, to include escort requirements, access badges, and vehicle search and security clearances. The contractor shall not employ persons for work on this project if such employee(s) are identified by the Government as a potential threat to the health, safety, security, general well-being or the operational mission of the U.S. Central Command and its population. Unclear contractor personnel shall have a Government escort and must remain at all times with provided escort to meet site access requirements.
The contractor shall, following award of the project, provide a list of each employee who will require access to the base, including the employees of all subcontractors. The list must include:
9.1.1. Employee’s full name (first, middle, last)
9.1.2. Date of birth
9.1.3. Driver’s license number, OR other Government issued photo identification card
9.1.4. Dates access is required for each employee who will work on the CENTCOM campus
9.2. Contractor Vehicles. All contractors' vehicles must have current registration and proof of insurance;
and the vehicle operator must have a valid driver's license. Vehicles may not remain parked at or in the vicinity of the Visitor's Reception Facility or at any Air Force gate for longer than 30 minutes. Vehicles left unattended for more than 30 minutes are subject to being towed at the owner's expense. The Facilities Office will provide a limited number of contractor’s parking space near building 570. ALL VEHICLES ENTERING
MACDILL AFB ARE SUBJECT TO INSPECTION BY SECURITY FORCES PERSONNEL.
9.3. The contractor shall be responsible for the return of all AF Forms 75 issued to any employee working on the project to the 6th Contracting Squadron/LGCM after completion of the project.
9.4. The contractor shall not allow cameras or any form of recording devices to be used on or around the work site. Photographs and other recordings of any sort are strictly prohibited without the written permission of the Facility Office. Violations may result in the confiscation of suspect devices without guarantee of timely return.
9.5. The use or possession of cell phones and other electronic devices is prohibited within 25’ of, or inside, USCENTCOM facilities. Cell phones may be used outside of buildings, however, not used within 25’ of any command facility. Video calls are not permitted with any facilities shown in video or still productions.
9.6. The contractor shall comply with all security controls in place at the work site, to include escort requirements, access badges, and vehicle search and security clearances. The contractor shall not employ persons for work on this project if such employee(s) are identified by the Government as a potential threat to the health, safety, security, general well-being or the operational mission and properties of CENTCOM and its population. Unclear contractor personnel shall have a Government escort and must remain at all times with provided escort to meet site access requirements.
9.7. Violations of these security requirements will revoke any or all passes. The Government reserves the right to deny access to any person, with no consequence to the contract.
10. SPECIAL INSTRUCTIONS
10.1. All work shall be performed in strict accordance with all applicable codes and regulations within OSHA, ANSI, NEC, NFPA, ASTM, and ASME.
10.2. The DOD will provide NO tools, equipment, or labor except as specifically noted within this Performance Work Statement (PWS).
11. DELIVERY. Upon award of the contract, the contractor shall contact the Contracting Officer for the appropriate start date and coordinate with the COR.
12. PROGRESS and COMPLIANCE
12.1. The contractor shall make recommendations for changes and improvements, which may be pertinent to meet the scope of work, only to the extent indicated on this agreement. No additional services shall be made without the prior approval of the Contracting Officer.
