Attach. 6 / FAQ #21
FAQ States: "No future equitable adjustments will be permitted unless growth exceeds 20% of provided Estimated Workload Data." On a contract of this size, a 20% overage is 4,600 hours, and poses great financial risk to all contractors. To put it into perspective, an average overage of 18% per year over the 5.5 year life of the contract would equate to the contractor performing 1 entire year of free work. This is a firm-fixed contract, any variation from estimated hours should be treated a contract modification. Will the Government reconsider this approach and any variation form the estimate would be a contract modification?
Based on the historical trends, offeror’s can expect approximately 2% growth per year.
No future equitable adjustments will be permitted unless growth exceeds 10% of provided Estmated Workload Data.
Attach. 1 / PWS Sec 1.0
PWS states: "The contractor shall provide all management, labor, tools, equipment, transportation, materials (minor parts/pieces required for furniture repairs)". Please define "minor parts and pieces".

32 Attach. 1 / PWS 1.6 Is building protection required for surge moves provided by the Gov't?
Contractor should have moving pads to protect furniture and building.
Attach. 1 / PWS 1.6.1
Surge move installs - Are we being requested to provide installers in addition to those reporting daily to MacDill? Conflicts with FAQ Answer #20 stating large furniture installation provided by FF&E vendor.
Yes, for surge moves. This is different from furniture purchases. If we need to move large divisions which would tie up the standard crew for several days or weeks, we would fund as a surge effort.
34 Attach. 1 / PWS 1.7 Please quantify the Interior Design labor. The FAQ simply states "the work can be done by one person". Is this estimated to be a full-time position?
Interior design refers to a requirement to if/how various furniture inventory will fit in proposed rooms. Typically, the supervisor or asst. will sketch out how individual desks or rooms will be reconfigured. It is not a full time position. And this is more of an engineering exercise than an aesthetic one, such as, " Will five desks fit in this office that currently has four desks?"
PWS Appendix A Item 2a.
In trying to estimate the hourly requirement for certified electricians, is the monthly QTY of 30 referencing the number of ECO's requiring a certified electrician, or the number of actual hardwire connections?
Hours. There could be many connections.
36 PWS Appendix A Can the government provide a few sample typical ECO's?
Yes
PWS Appendix B Inventory
The current inventory is provided as parts and pieces, however, FAQ Answer #29 "The reportable inventory should be measured in how many cubicles can be assembled, how many executive offices can be furnished and how many chairs of various types are in stock. We do NOT need to know in detail, how many hundreds of screws we have or how many individual 6’ tall panel connectors we have." Please verify.
Correct. The reoccuring questions is, how many desks/cubicles/offices can we make out of stock?
