6th ARW Wing PA Mobile Marquee
STATEMENT OF NEED
11 December 2023
1. Overview: The 6th Air Refueling Wing has a need to display messages, notices, videos, and other base-wide information to ensure limited mission interruption and base populace awareness. The sign must be mobile to meet evolving mission requirements.
2. Requirements:
a) Shall be COLOR LED and large enough to be viewed from a max distance of 300'.
b) Shall be a minimum of 16'-23' wide and 8'-14' high.
c) Shall be fully powered by an on-board power via a generator or solar panel to be used without the need of shore power. Must also support shore power plugin of no more than a 100-amp connection for multi day use off generator power.
d) Shall have on board audio or at a minimum the connections necessary to support supplemental audio to include speakers. Supplemental audio shall be provided if on board audio is not an option.
e) Must support microphones and speakers (if not integrated into the system).
f) Must support at least 720P full motion video, 1080P HD and above is preferred.
g) Entire system (audio, IT, power, and LED panels) shall be weatherproof to be used outdoors for a 90-day period.
a. Must withstand a minimum 130 degrees Fahrenheit.
b. Must support a minimum 45 mph wind resistance.
h) Shall be road legal and towable by a standard truck (cannot weigh more than 18k lbs.) to any location with an improved surface. Include hitch and receiver type.
i) Must support any video format a standard US laptop can support.
j) Must support any image file type a standard US laptop can support.
k) Must support wireless content updates via a cellular wifi connection.
l) Must be black in color
3. Inherent Services:
Onsite training of all functional parts, maintenance requirements, and operation.
