Questions/Answers for Solicitation FA481421TF004 – Behavior Based Interview Training
1. How much of the training is expected to be live versus virtual? I didn't see a reference to that in the documents. That can make a major difference in the quote I submit.
At least two live on-site training are expected and two virtual sessions per option year. However, due to the pandemic and social distancing restrictions, USSOCOM is not holding any training session on site.
On site training will be allowed when restrictions are lifted.
2. Can the entire work be done virtually?
In light of the current pandemic and social distancing restrictions, all training will be conducted virtually until all employees are allowed to return to the worksite. At least two live on-site training are expected and two virtual sessions per option year.
3. How many employees will need to be trained?
Up to 30 Government personnel per training session.
4. Could the Government provide additional information regarding the desired characteristics, quality, and functionality of the tool described in PWS 5.7?
The primary purpose of the tool is to facilitate the development of structured, behavior-based interview packets to be used during the assessment of civilian applicants. The tool should be able to generate a list of interview questions based on competencies and should allow hiring officials to target interview questions to position descriptions.
5. With regard to PWS 5.7, will the Government accept Commercial, Off the Shelf questionnaires as the supplemental interview tool?
No.
6. In order to provide the tool described in PWS 5.7, does the Government require a ‘new library’ of behavioral-based questions for this program? If so, does the Government have a list of the positions (i.e. Program Manager) and general task areas (I.e. Administrative Support) which will be subject to this added interviewing component?

7. For the customized tool/website, will the Government require an agile/iterative development process for delivery and acceptance of the web-tool/application? Is it to be expected that this tool will be used for all Civilian hiring within USSOCOM?
No. The tool should be functional at the time the contract is effective. The primary purpose of the tool is to facilitate the development of structured, behavior-based interview questions to be use during civilian selection advisory panels.
8. Will the Government accept a non-web based tool (such as a PDF, Excel, or Word Document file) as a searchable knowledge reference database for the tool described in PWS 5.7?
No.
9. Question: what is the platform that will be used for the webinars?
Contractor determine the platform. Platform must be compatible with Government/SOCOM network.
10. Question: Will there be technical support available for the facilitators?
No
11. Of the 12 proposed training dates, what dates are required to be in-person vs. virtual?
In light of the current pandemic and social distancing requirements, all training will be conducted virtually until all employees return to the worksite. Two of four training sessions per option year may may be conducted virtually. Dates are flexible. Contract Officer Representative will coordinate the firm dates with the vendor.
12. I’m reaching out to get clarification or information on regulation for HQ USSOCOM 690-6. Through the e-reader room, I was unable to access as it requires a log-in and there is no way to create an account. Please advise.
USSOCOM Regulation 690-6 is not posted on the Public portal. I have attached a copy of the regulation.
