Catholic Cantor Performance Work Statement (PWS)

PLACE OF PERFORMANCE: Bldg 355 (MacDill Chapel), 2204 Administration Ave, MacDill AFB FL, 33621.

1. DESCRIPTION OF SERVICES: The Catholic Cantor will support the liturgy component of the Parish Vision and Mission statements as identified by Liturgical Commission and authorized by the 6 AMW/HC Catholic Priest. The Liturgical Music Program of the Catholic Parish will conform to the directives of the American National Conference of Catholic Bishops, as given in Directives on Music in the Liturgy. Applicants will be evaluated on the basis of a submitted resume and references, as well as the results of an interview/audition to be conducted by the Wing Chaplain and/or his/her designates, assessing the applicant’s potential for performance of the following services:

1.1. Will lead the worship during weekend Mass at the MacDill chapel. Regularly scheduled times as of the date of this PWS are Saturday at 1730 hours and Sunday at 0930 hours. These times are subject to change.

1.2. Availability to work up to 15 special services as scheduled and authorized by the Catholic Priest or his designate; these may include Holy Day worship, Christmas Masses, Triduum worship, Holy Week services, and memorial services.

1.3. Attending weekly rehearsals, if such rehearsals are deemed necessary by the Wing Chaplain and/or his/her designates. The cantor provides services for 1 rehearsal and 2 Catholic Masses per week (Total of 3 services per week).

1.4. Miscellaneous support for the music program during each scheduled service, as determined by the Catholic Priest or his designate.

1.5. Tracking, maintaining, and submitting Non-Personal Services Contract Invoices to the Catholic Priest or his designate no later than 5 working days into the following month.

1.6. Observing all safety and security requirements at the designated facility.

2. SERVICES SUMMARY: The Catholic Cantor will support the Catholic music program, including support for the needs of the directors, musicians, any other cantors, choir and congregation, as well as the Liturgy Commission. Personal insurance or bonds are not required.

3. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The government will provide all necessary materials for the performance of these duties.

3.1. The contractor will provide the personal skills, training, competency, attitude and spiritual strength necessary to meet all requirements contained in the PWS. The contractor will provide any contractor-preferred supplies and equipment, as well as personal transportation.

4. QUALIFICATIONS:

4.1. Musical: Must be classically trained and be familiar with a variety of settings for the Roman Catholic Mass. Must be open to adaptation and be versed in a variety of musical styles

4.2. Professional: A positive, self-directed, and motivated individual with the knowledge and vocal skill necessary to support the Catholic Music Program. This person must demonstrate a familiarity with the commitment to the Catholic faith and practice as articulated by the documents of the Second Vatican Council and subsequent statements of the American National Conference of Catholic Bishops, especially the Directives on Music in the Liturgy. Applicants will be evaluated on the basis of a submitted resume and references, as well as the results of an interview to be conducted by the Wing Chaplain and/or his designates. Applicant is subject to a positive background investigation from the Catholic endorser’s (Archdiocese of Military Services USA, and Diocese of St. Petersburg).

4.3. Education and Experience: The Cantor must have the ability to sight read music and be well versed in a variety of musical styles. A minimum of three years of experience as a Cantor is desired.

4.4. Interpersonal: Must possess the ability to constructively work with chapel and parish staff, parishioners and other musicians.

5. OTHER REQUIREMENTS:

5.1. Any grievance by the Catholic Cantor should be resolved at the lowest level. The chain of command is as follows: designated and/or deputy wing chaplain, then the Wing Chaplain. If this does not resolve the conflict, the Catholic Cantor will follow guidance in Paragraph 2, General Provisions Memorandum.

5.2. In the event the Catholic Cantor elects to change personnel, such substitute must meet all qualifications established for the Catholic Cantor to include the Care National Agency Check (CNACI) and an Installation Records Check (IRC), AF Form 2583, Request for Personnel Security Action. The substitute worker from approved list will provide fingerprints in order to complete the background check process. The substitute worker from approved list must be indicated in writing to the designated and/or deputy wing chaplain 14 days prior to the event, who has the right to approve or reject any substitute proposed. The 14-day notification may be waived in emergency cases with the approval of the designated and/or deputy wing chaplain. The

Catholic Cantor is responsible to pay the substitute for services rendered and to provide the designated and/or deputy wing chaplain with a proof of payment (ie. invoice or receipt).

5.3. Requirement for contractor background checks for positions involving contact with children below 18 years age, as directed by DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services in accordance with AFI 52-101, Para. 3.10.4.1.1.

5.4. Accountable for security and cleanliness of all facilities utilized in conjunction with their programs in accordance with AFI 52-105, Para. 6.5.2.4.3.10.2.

5.5. Coordinates all support requirements with Contract Officer/designated rep in accordance with AFI 52-105, Para. 6.5.2.4.3.10.3.

5.6. ANTI-TERRORISM immediately notify base security forces of any suspicious activities.

Contractor will initiate actions directed by the installation commander during changes to force protection conditions, increased surveillance, and protection of infrastructure. Ensure employees complete Level I AT awareness training annually using Contractor Awareness Pamphlet and maintain a listing of trained employees for inspection by Contracting and or Antiterrorism Officer.
