Salient Characteristics On-Line Management Distance Learning Services and Application (OMDLS-A)

An on-line distance learning service and application that can be accessed by personnel in CONUS and OCONUS from internet capable devices.

SPECIFIC REQUIREMENTS

1. Provide personnel development courseware via an on-line cloud based application.

2. Offer courseware that can be accessed fully as a web-based application. Web-based is an application that utilizes browser-based apps and requires no download to government Information Technology (IT) systems for full-access to data.

3. Application must support Windows based computers, iOS devices and Android devices.

4. Application must support collaborative learning amongst students.

5. Ensure application access and licensure for at least 400 users.

6. Must provide capacity to allow at least 400 students to access application simultaneously without discernable degradation in performance.

7. Offer access to courses aligned with competencies identified in the DoD Civilian Leader Development Framework and Continuum (CLDF&C) specifically: creativity and innovation, external awareness, strategic thinking, vision, flexibility, resilience, conflict management, leveraging diversity, developing others, team building, accountability, decisiveness, customer service, problem solving, technical credibility, financial management, human capital management, technology management, computer literacy, influencing and negotiating, and partnering.

8. Ensure provided course content allows personnel to work at their own pace.

9. Provide 24-hour help desk support to address technical concerns.

10. Provide an administrator dashboard for USSOCOM program administrators.

Specific administrator dashboard functionality must include:

Analytics: Course Completions (For each student and in total), learning measures;

Date/Time of last student log-in, total time a student has spent logged in, total logins (For each student and in total); Most / least completed courses, most / least accessed courses, most / least time spent per student by course.

Student Management: Student Enrollment and disenrollment capability; activate, inactivate, reset, expire, assign or reassign user accounts; ability to manage account types (i.e. identify students, administrators, etc.), message specific students, message groups of students, message all students; ability to customize criteria for course completion (e.g. 75% of course content viewed and 90% or higher on course assessment test)
