REQUEST FOR QUOTE
This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VUCC6291A001. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following:
DESCRIPTION OF REQUIREMENT:
US Special Operations Command (USSOCOM) requires a conference and training venue in the Downtown/ Channel side district, Tampa Fl, area; from 28 February to 2 March 2017:
CLIN 0001- Conference Venue Rental, 28 February – 02 March 2017.
CLIN 0002- Audio Visual Equipment for Conferenec venue rental, 28 February – 02 March 2017.
To conduct the event, the facility must meet the following coniditions:
General requirements. To conduct the conference, the facility must meet the following conditions:
• Location must be in the Tampa Downtown/channel side area
• Location will need to be located within a 5 minute walk of dining restaurants and indoor shopping areas.
• Exhibition area/foyer and breakout rooms must be collocated with the ballroom.
Facility requirements. The contractor shall provide spaces, including set-up, breakdown, material, and cleaning costs. The Contractor shall provide draft room layouts of requested furniture and ancillary items, including nonstandard items, (e.g., electrical services, equipment, furniture, Internet access) not later than (NLT) five business days after contract award. NOTE: Any changes to room usage requested by the Contractor must be approved in advance by the USSOCOM Contracting Officer.
Main Meeting space/ballroom. Meeting space/ballroom with furniture and services to support classroom style seating with room capacity of:
• 100 people on Tuesday 28 Feb 2017, from 0700-1700
• 400 people on Wednesday 1 March 2017, from 0700-1700
• 400 people on Thursday 2 March 2017, from 0700-1700
Meeting space/foyer, Meeting space/foyer with furniture and services to support booth style tables for 30 display tables. Foyer shall be collocated with ballroom. Foyer space is required in the same dates as the ballroom
Breakout rooms. Breakout rooms with furniture and services to support conference style seating of:
• One breakout room for up to 50 people on Tuesday 28 Feb 2017
• Two breakout rooms for up to 50 people on Wednesday 1 Mar 2017
• Two breakout rooms for up to 50 people on Thursday 2 Mar 2017
Audio-visual requirements. The contractor shall provide audio-visual equipment and technical support, to include setup and ensure full functionality for each day of the conference.
Equipment rental, operator labor, and set-up charges will be included in contract. Specific requirements include:
Visual support:
• Meeting room screens on both sides of the podium. The screens will be large enough to be seen from the back of the room clearly.
• Compatible projectors to display media in the screens.
• Ability to connect external computer to display package
• Video support, projector and screen, for breakout rooms
Audio support:
(2) Clip-on microphones
(1) Podium microphone
(8) Panel microphones
(2) Portable microphones for questions from the audience
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90 effective 25 October 2016, DFARS DPN 20161021, effective 21 October 2016 and AFFARS AFAC 2016-1001, effective 1 October 2016. The North American Industry Classification System code (NAICS) is 531120 Conference Center, no promotions of events, rental or leasing. The Product Service Code is X1AB, Lease/ Rental of Conference space and faclilites. A firm fixed price contract will be awarded.
Award will be made to the lowest priced quotation that meets ALL requirements listed above. The Government also reserves the right to make no award at all.
Training is procured on behalf of United States Special Operations Command, 7701 Tampa Point Blvd, MacDill AFB, FL 33621.

5352.201-9101 Ombudsman.
5352.201-9101 Ombudsman (June 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, Mr. Gregory S. (d) The ombudsman has no authority to render a decision that binds the agency.
