Statement of Work for Shredder Maintenance

1. Description of Work

Contractor will, in support of USSOCOM, perform shredder maintenance on two Model 1424 SEM Disintegrator Systems and one Model 22 SEM Disintegrator System in accordance with the attached “Shredder Maintenance Technical Requirements”. Regular service is required once per quarter or four times per calendar year. Maintenance will be scheduled no later than 14 days out prior to maintenance.

Visits should be scheduled through USSOCOM Engineer Facilities Office. There is a requirement for two categories of unscheduled maintenance, emergency and urgent. Emergency maintenance is required when there is a work stoppage due to breakage. Urgent maintenance refers to maintenance prior to deemed imminent breakage. Contractor must also be able to perform emergency maintenance on an as-needed basis within a 48 hour response period. Contractor must also be able to perform urgent maintenance on an as-needed basis within a 72 hour response period. Contractor is required to clean the shredder area of all debris caused by the maintenance after the maintenance work is completed and before Project Acceptance. A qualified technician is required.

3. Place of Performance

Primary place of performance is building 501, USSOCOM, MacDill AFB, FL.

4. Schedule of Performance

Contractor shall schedule and coordinate quarterly maintenance with the USSOCOM Facilities Office Monday through Friday between the hours of 0730 and 1600. Visits will be scheduled at least 14 working days prior to maintenance. Emergency service will be conducted on an as-needed basis.

5. Security Requirements

Contractor shall be responsible for obtaining a base entry pass in accordance with the base entry requirements. This pass shall be used to gain entry to the base to only perform services to fulfill contractual requirements described in this scope of work. This pass shall not be used to gain entry to any other area of the base.

6. Pay Schedule

Contractor shall maintain the ability to receive electronic payment from the government as stipulated in the contract requirements. This is done through the Wide Area Work Flow system.

7. Reports

Contractor will be required to submit a report after each visit. Report shall address all items identified in the description of work above and the attached checklist.

8. Project Acceptance

Contractor is required to brief the Facilities POC after work is performed and obtain acceptance of service. Any discrepancies or disputes shall be identified in writing.

9. Shredder Maintenance Technical Requirements

a. Frequency: Scheduled maintenance shall be conducted quarterly. Scheduled maintenance dates shall be coordinated at least 14 working days prior to maintenance and can be rescheduled at the convenience of the government within 48 hours with no cost to the government. Emergency maintenance will be on an “as needed” basis with a 48 hour response time. Urgent maintenance will be on an “as needed” basis with a 72 hour response.

b. Invoicing: Normal invoicing shall be submitted within one week of service in accordance with Government Contracting Officer instructions.

c. Maintenance Report: Contractor shall create a comprehensive maintenance report tailored to each Shredder Model and will contain the tasks outlined below but will not be limited to the task listing. Any additional tasks that are not initially included but support the maintenance and operational integrity of the shredders can be added on a case by case basis. The report will be reviewed and approved by the Facility Manager or Engineering prior to start of inspection. Report format can be edited at the discretion of the USSOCOM Engineering Office.

10. Maintenance Tasks

This listing is the minimum requirements for maintenance and can be amended at the discretion of the USSOCOM Engineering Office. Requirements apply to all models of Shredders.

To Be Performed Quarterly. Four (4) Times Per Year.

General Procedures

Perform a walkthrough providing a visual check of all system components prior to performing any maintenance.

Perform a full operational check of system prior to performing any maintenance.

Prior to staring any work advise client of current running condition and/or any deficiencies Perform a lock out/tag out procedure on entire system prior to opening machine Open Disintegrators and perform the following inspections:

o Inspect rotor and rotor bearings for side to side movement and wear o Inspect hopper and cutting chamber o Inspect security screen for wear and proper fit o Inspect bolts on hopper, chamber, and motor mounts

Remove dull knives and install spare sharp set of knives o Spare set of knives for each machine must be provided and maintained during contract period.

o Perform this procedure four (4) times per 12 month period, once per quarter o Remove dull set of knives from site and re-sharpen to specifications. Return prior to next service.

Adjust and calibrate rotor and bed knife tolerances to specifications Inspect main drive sheave bolt tension. Adjust to specifications if needed.

Inspect main drive belts for wear.

Adjust main drive belt tension to specifications Grease disintegrator main drive motor bearings Inspect conveyor and conveyor controls Remove conveyor covers and grease conveyor drive bearings Area must be cleaned and signed off by the Facility Manager after each service/visit Prepare and complete evaluation report with recommendations

Evacuation System

Perform operating inspection of waste evacuation system.

With a ladder access outside air system and waste frame to check spiral duct for leaks at all locations exterior and interior locations.

Check FT40 filter system, frame and panels for leaks and damage Remove FT 40 access panels for visual inspection of filter tubes and socks o Clean FT40 filter vessel Shake FT 40 filter and replace dust bin collection bags at each service With a ladder access air frame and inspect fan cyclone and rotary airlock Grease and lubricate upper fan cyclone bearing and motor Grease and lubricate rotary airlock bearings and chain Check and confirm fluid levels in rotary airlock gearbox Replace filter tubes as needed

Electrical System

Inspect safety switches for integrity and operation (technician must run machine and open each limit switch to trigger shutdown while operator observes)

Inspect disintegrator, cyclone and airlock motor starters for electrical operation and integrity.

Overall:

Certify with provided compliance document that all of the above work items were performed during service visit.
