FOR

FIELD WIRE FENCE INSTALLATION

AVON PARK AIR FORCE RANGE (APAFR)

25 June 2015

SECTION 1.0 Description of Services. The contractor shall furnish all supervision, licenses, field inspection, labor, materials, and equipment, necessary to install field wire fencing as identified in Appendix A of this PWS.

1.1 Site Description. The Project Site (APAFR) is located in south central Florida (Polk and Highlands counties) and encompasses 106,034 acres. APAFR is approximately 95 miles east of Tampa and 85 miles southwest of Orlando. The eastern boundary of the range borders Osceola and Okeechobee Counties. The Kissimmee River follows the county lines and forms the southern portion of the range’s eastern border. The closest town is Avon Park, eleven miles to the west.

Appendix A delineates the field wire installation area.

1.2 Field Wire Fence Installation. Field wire fencing will be installed on existing barb wire fence structures as indicated in Appendix A with the following specifications:

1.2.1 Field wire will be stretched starting at ground level to a height of 48". All existing barb wire will be removed, along with non-viable posts. Wire should be removed from range completely. Any non-viable posts can be removed and left on-site, outside of the right-of-way at least 8 feet. Field wire fence specifications: 48 inch height, 10 line wires, 6 inch between stay wires, 12 ½ ga. line 7 stay wires, 10 ga. Top/bottom wires, ASTM Class 3 zinc coating 330 feet per roll meeting ASTM A-116.

1.2.2 Where the present spacing is greater than 15 feet due to no posts or posts that are lacking in structural integrity, additional wood line posts will be set. Wood line posts shall be 3 to 3 ½ inch diameter 6.5 feet long, treated with CCA to .40.

1.2.3 Where necessary, wood brace or pull posts will be placed every 660 feet and shall be placed 3 1/2 feet in the ground, and will be a single assembly consisting of 2 brace posts and a line post with a short perpendicular post to support the line post. Wire shall be attached directly to the brace assembly. Brace posts shall be 6 to 7 inch diameter, 8 feet long, treated with CCA to .40.

1.2.4 Corner posts shall have single brace assemblies with 6" corner posts, 5" brace posts, 6 1/2' x 4" braces and 1 double strand of 9-gauge wire twisted tight. Fence wire shall be stretched so that it is springy to the touch and tension curves are removed. The contractor shall use #9 galvanized wire, class 3 galvanized meeting ASTM A-121.

1.2.5 No more than two rolls will be stretched at one time. Staples shall be nailed diagonally across the grain to avoid splitting.

1.2.6 The fence right-of- way will be hand cleared by the contractor to allow installation of the field wire. Debris will be placed outside of right-of-way at least 8 feet. Wire will be removed from the range.

1.3 The Project Site is fully accessible by truck and/or UTV.

1.4 Non-target Species Damage. Every effort shall be made by the contractor to avoid damage to native vegetation or wildlife. Construction must be performed in such a manner as to protect non-target organisms, the environment, and the public. Appendix B provides locations for Threatened or Endangered species known to the project area.

1.5 The APAFR Project Manager shall be notified a minimum of one week prior to the Contractor entering the Project Site. Prior to initiating work, the Contractor and all personnel will be given an orientation briefing (including, but not limited to, unexploded ordnance (UXO) and rare species briefings) and receive “Contractor Identification Tags” that are required to be carried on-site at all times. All Contractor vehicles shall display a copy of the “Contractor Identification Tag” on the vehicle dashboard.

1.6 The Contractor site supervisor will coordinate daily, before work begins, with the APAFR Project Manager to receive Range schedules and other pertinent information to ensure no impact to military mission.

1.7 Schedule Time Frames. Work will be scheduled around military mission activities. The contractor shall commence work within the timelines specified for each item after notification from the authorized government representative, excluding holidays and weekends.

SECTION 2.0 Services Summary: The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in this PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the Contractor to perform at the acceptable levels throughout the life of the contract.

SECTION 3.0 General Information.

3.1. Unexploded ordnance (UXO) and unburned flares may exist within the contract areas. When found, these objects shall not be tampered with or removed. The contractor shall immediately report all suspected UXO or unburned flares to the Project Manager for proper identification and GOVERNMENT disposal. In no event should the contractor or contractor’s work crew, subcontractors or their employees attempt to remove or otherwise tamper with such material or objects. Removal of such items from the site by unauthorized personnel is considered misappropriation of Government property, and may be subject to penalties under law. However, of more importance is the potentially serious or fatal injury to the individual.

3.2 The contractor shall assume full responsibility for PROPERLY IDENTIFIED AND MARKED unexploded ordnance and unburned flares when such ordnance exists in areas of contractor operations. The Government assumes no liability for damages to the property of the contractor, or for personal injuries to the contractor or contractor personnel or to any other persons arising from or incident to willfully disturbing, possessing and/or collecting unexploded ordnance. The contractor shall discharge the Government from any and all damages directly and indirectly from such property. The contractor shall save the Government harmless from any and all such claims.

3.3. All equipment or supplies belonging to the contractor shall be removed from the Avon Park Air Force Range within 10 days after the completion of work.

3.4. All environmentally sensitive areas shall be avoided by all of the contractor's operations.

The Project Manager will identify the boundaries of these sensitive areas prior to start of work.

3.5 Quality Control. The contractor shall provide adequate supervision to ensure performance objective thresholds are met.

3.6. Quality Assurance. The government will periodically evaluate the contractor’s performance. The Project Manager will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's work. The government may inspect each task as completed or increase the number of inspections if deemed appropriate because of repeated failures discovered during inspections. Likewise, the government may decrease the number of inspections if performance dictates.

3.7. Contractor Representative. The contractor shall have a representative readily available, on site that is authorized to receive instructions regarding the performance under this contract. The contractor shall submit the representative’s name to the Project Manager prior to start of work and update as changes occur.

3.8. Government Remedies. The Government will verify effectiveness of contractor work within 30 days. In the event contractor fails to meet the minimum acceptable quality levels as defined in the Services Summary, the contractor shall be required to correct the deficiencies.

3.9. Hours Of Operation. Avon Park Air Force Range normal operating hours are Monday through Friday (7:00 AM to 4:00 PM). Contractor assumes all responsibility for safety and accident response for work outside of normal duty hours. Contractor is cautioned that cell phone coverage is not contiguous throughout the range and “dead zones” exist. Contractor shall coordinate all nonstandard working hours through the Project Manager. Prior to commencement of ANY work, the contractor, designated field superintendent and all field employees, shall attend a mandatory UXO briefing. This briefing is only available during normal business hours

(7:00 AM to 4:00PM) Monday through Friday. At the conclusion of the pre-performance briefing, the Contractor will be required to ensure and signify on an appropriate form that all employees have viewed or will view the UXO briefing video showing the existence, or possible existence, of hazardous munitions items. On rare occasions, unscheduled training missions may interrupt contractor operations. The Project Manager will make every effort to minimize disruption by contacting the contractor or the contractor’s superintendent via telephone or in person to reschedule the work. When necessary, Government Delay of Work will be handled in accordance with the appropriate clauses included in the contract.

3.10. Access to Avon Park Air Force Range. Access to Avon Park Air Force Range is controlled by employees of the Florida Department of Corrections.
