About this file
This is a Questions and Answers document issued by the 4th Contracting Squadron at Seymour Johnson Air Force Base in response to a Request for Information (RFI FA480926Q0090) regarding nitrogen generator procurement.
The Government seeks a complete turnkey nitrogen generation system capable of producing nitrogen and storing it in existing Bauer HC5000-6-cylinder storage banks. The required system must include an air compressor, dryer, generator, and booster, as the customer currently possesses only storage containers. Contractors must deliver and physically connect the unit to the existing storage system and perform functional testing post-installation to verify no damage occurred during delivery or installation. All necessary interface components—including hoses, fittings, regulators, adapters, and connectors—must be included with the unit. The system must operate within a climate-controlled indoor environment and accommodate a maximum flow rate of approximately 450 PSI or less, with the highest PSI wheel serviced at 305 PSI. A minimum one-year manufacturer warranty is preferred. The Government will handle electrical hookup for the required 230V, 3-phase, 60 Hz service. Contractors offering equivalent units in place of the specified Bauer SNG III-3 model must provide technical documentation demonstrating compliance with salient characteristics for comparison and verification purposes.

MEMORANDUM FOR 4 EMS/MXMTR
FROM: 4th CONS/PKB 1570 Wright Brothers AVE Building 2903 Seymour Johnson AFB 27531-2456
SUBJECT: RFI – FA480926Q0090 – Nitrogen Generator Clarification Questions and Answers
1. Is the contractor responsible only for delivery of a compatible turnkey nitrogen generator, or is the contractor also needed to physically connect the unit to the existing Bauer HC5000-6-cylinder storage system?
a. Answer: Both
2. Is manufacturer startup, commissioning, functional testing, or acceptance testing required after delivery?
a. Answer: The manufacturer needs to do a functional test after the unit is installed to ensure nothing was damaged during install or delivery.
3. Is the contractor responsible for electrical hookup or hardwiring of the 230V, 3-phase, 60
Hz service, or will the Government handle the electrical connection?
a. Answer: The contractor is not responsible for electrical hook-up or any hardwiring.
4. Are all hoses, fittings, regulators, adapters, connectors, and other interface components necessary to connect to the existing HC5000-6 system required to be included with the unit?
a. Answer: Yes, everything that is needed to hook up the unit is required to be in the contract including hoses fittings, regulators, adapters, connectors and ect.

5. Is there a minimum manufacturer warranty period required for the nitrogen generator?
a. Answer: Preferably a 1-year minimum.
6. If an equivalent unit is offered in place of the Bauer SNG III-3, is there any specific technical documentation or format the Government would like included with the quote to demonstrate compliance with the salient characteristics?
a. Answer: The vendor will need to provide some form of technical documentation for equivalent units that aren’t the Bauer SNG III-3 specifically for comparison and verification of adherence/compliance with salient characteristics.
7. What is the max flow rate to be anticipated?
a. Answer: The highest PSI wheel will be serviced is 305PSI, The max flow required will be approximately 450PSI or less.
8. What temperature will the system be operating in, i.e. inside at 75F or outside in NC summers?
a. Answer: The machine will be inside the building. The building stays climate controlled. This is why the dimensions are important.
Note; The customer requires a full-system nitrogen machine. It needs to be able to make the nitrogen and have the capability to put it into storage banks. The machine needs to have air compressor, dryer, generator, booster. The customers do not have anything to make nitrogen, just the storage containers.
