About this file

This is a Questions and Answers (Q&A) document for Solicitation FA480926Q00220001, issued by the 4th Contracting Squadron at Seymour Johnson Air Force Base in Goldsboro, North Carolina, on June 22, 2026. The solicitation seeks bulk fuel and water disposal services for Jet A fuel contaminated with biomass (microorganisms including bacteria, mold, and fungi). The fuel/water mixture is approximately 80 percent water and 20 percent Jet A fuel, with pickup volumes estimated at 3,500 to 4,000 gallons per occurrence, anticipated up to three times per year for an estimated annual total of 12,000 gallons. The material will be pumped from a storage tank, with tanker trucks able to pull directly adjacent to the tank for loading.

The Air Force intends to award one firm-fixed-price purchase order to a single contractor with a one-year base period and four one-year option periods. All removed fuel/water mixture must be transported to an EPA-approved reclamation facility for disposal. Quote submission via the PIEE Solicitation Module is preferred, though email submission is permitted to both points of contact (deandre.fuller@us.af.mil and angela.gibson.4@us.af.mil) with solicitation number FA480926Q0022 referenced in the subject line. The Government could not provide analytical data or flash-point test results for the actual mixture. The solicitation response deadline is Friday, June 26, 2026, at 9:00 A.M., and prospective offerors are advised that late submissions may be deemed unresponsive and removed from evaluation consideration.

Amendment 1 - Solicitation FA480926Q00220001 for Bulk Fuel/Water Disposal Questions and Answers

June 10, 2026

1. Can the Government please clarify whether the fuel is JP-8, diesel, aviation fuel, or another petroleum product?

· The fuel type is Jet A.

2. Could the Government provide any SDS, waste profile, sampling data, or historical characterization information for the material?

· See Attachment

3. Can you provide more details on what type of biomass (e.g., microbes, algae, sediment) or its approximate concentration?

· Biomass contamination in fuels typically refers to the growth of microorganisms (bacteria, mold, and fungi) inside fuel tanks and supply lines. Often referred to as "diesel bug" or "sludge," these biological contaminants thrive wherever water coexists with petroleum or biofuels, breaking down the fuel to create thick, filter-clogging biomass and corrosive acids.

4. Is there a listed specification for the fuel/water mixture? Specifically, is the mixture primarily fuel with a small percentage of water, or primarily water with a small percentage of fuel?

· The fuel type is Jet A.

5. Will the truck be pumping from a tank or a pit?

· From a tank.

6. How close can the tanker truck get to the pumping?

· The truck may pull right up to the Tank. Reference PWS paragraph 1.3.2.

7. What is the expected frequency of bulk fuel/water removal requests?

· The volume of each pickup is roughly 3,500 to 4,000 gallons and estimated up to three times per year.

8. Does the Government have historical or estimated information regarding the typical number of pickups per year and the approximate gallons collected during each pickup?

· The volume of each pickup is roughly 3,500 to 4,000 gallons and estimated up to three times per year.

9. Does the Government have any historical analytical data or flash-point test results for the actual fuel/water waste mixture, specifically whether the mixture typically has a flash point above or below 140°F?

· The Government cannot provide any analytical data or flash point test results for the mixture. The mixture is approximately 80 percent water and 20 percent Jet A fuel.
