FA480925Q0027, Drinking Water Analysis at Seymour Johnson Air Force Base and Blakelee Air Force Recreation Area

1. Are there any specific lab methods that are required, or do we need to just go off of what's written in Statement of Work section 1.5?

Response: No specific lab methods other than what is called out within 15A NCAC 18C and/or incorporated by reference from 40 CFR 141.89.

2. In Section 1.3.12 of the Statement of Work it mentions total chlorine and pH be tested for all SJAFB samples, but there is not a Line Item for these specific tests. How should we price in these tests?

Response: Total chlorine and pH is expected to be taken during the collection of routine coliform bacteriological samples in the field IAW 40 CFR 141.132(c)(1). As a basis water parameter and indicator for disinfectant effectiveness, pH is expected to be taken in the field at the same time as total chlorine using either EPA Method 10076 (Phenol red) or EPA Method 150.3 (pH using portable probes).

3. In Section 1.3.14 of the Statement of Work it mentions asbestos sampling supplies being provided to the Government, but there is not a Line Item for these specific tests. How should we price in these tests?

Response: Asbestos sampling not required. Statement of Work revised accordingly.

4. Asbestos Pricing: The sampling description specifies that asbestos samples will be collected by the Government, but the pricing schedule does not include a line item for asbestos analysis.

Since there is no designated place to list asbestos pricing, should we: Include asbestos testing costs under an "Other Testing" or miscellaneous category? Provide this pricing separately?

Response: Asbestos sampling not required. Statement of Work revised accordingly.

5. Site Access Requirements: Will contractor personnel require special security clearances or background checks to perform sampling at Government facilities? If so: Are there specific clearance requirements? Will the Government cover any associated costs, or are these the responsibility of the contractor?

Response: Contractor sampling requirements do not include access to specific facilities, just base access for sampling which occurs at the points-of entry and within the residual housing area. Base access shall be coordinated with the designated 4 MDG point of contact. In order to be granted a base access, the Contractor must be able to provide a REAL ID Act-compliant driver’s license, vehicle registration, and vehicle insurance. The Government shall not cover any associated costs.
