I. Contracting Activity.

II. Nature and/or description of the action being processed.
Action is a new firm-fixed-priced purchase order.
III. Description of supplies/services required to meet agency needs.
The requirement is a brand name for Cummins generators and transfer switch power commands.
IV. Statutory authority permitting other than full and open competition.
FAR 13.5 IAW 41 USC 1901
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The requesting unit currently maintains and operates 47+ Cummins Generators and associated Transfer Switch Power Command units. The use of the Cummins brand equipment is cost effective because the military technicians have been trained and certified to repair and maintain the Cummins brand. The technicians are able to install and perform start-up for the Cummins generators and automatic transfer switches without voiding the manufacturer warranty. This also allows the unit to have Cummins In-Power proprietary software for troubleshooting as well as changing parameters for optimal operation and reliability. Additionally, the unit has a robust bench stock of Cummins replacement parts on hand. Continuing to purchase Cummins equipment and materials alleviates supply issues due to the cross-compatibility of filters, control boards and other components across numerous sites. Additionally, the ability to parallel units together doubles the capacity of support available and enables back up for larger mission-critical buildings on the installation. This is essential to minimizing downtime in critical situations preventing mission degradation during emergency repairs or adverse weather. Furthermore, it is expected the Air Force will be adopting a Cummins cloud-based monitoring software as an enterprise-wide solution in the future. This will allow technicians across the Air Force to utilize tablets for troubleshooting and share information on repairs and troubleshooting. Cummins also grants free access to “Quickserve,” a website which provides all repair manuals, step-by-step procedures, new technical service bulletins, as well as parts breakdowns and schematics. These items have proven invaluable in the daily maintenance of the generators and saves thousands of dollars annually in service calls. Acquiring another brand of generator would eliminate all of the above efficiencies gained by continuing to acquire Cummins brand generators.

A Sources Sought was placed on beta.SAM.gov from 28 Jul 2022 at 10:33 AM EDT with responses required by 08 Aug 2022 at 4:30 PM EDT.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Government will continue to monitor the market as well as maintain awareness of any enterprise-wide tools put in place to see if other generators can meet the requirement without eliminating efficiencies gained by acquiring Cummins brand generators. Acquisitions for the purchase of future generators will be scrutinized as this one was to ensure the accuracy of the above information.
