Pre-Fabricated Steel Aircraft Canopies
FA480921R0009
Questions and Answers 14 May 2021
1. The bid form is for one structure with a quantity discount for 16 to 20, and for 21 or more. For bonding, is it acceptable to submit a bid bond for the supply and erection of one structure and provide a letter from our bonding company stating we have the capacity to provide payment and performance bonding for 20 complete structures at one time, or should the amount for the bond letter be for more than 20 structures?
Response: Bonds are not required.
2. The projects intent is to cover a total work package over a 5-year duration, but the Supplies or Services and Prices/Cost sheet does not have a breakdown for a coefficient or escalation for goods and commodities over that period. Recently prices for Steel and other materials have risen 70%. Please provide a year over year coefficient block to capture escalation costs in the future. During the site visit 52.216-4 Economic Price Adjustment-Labor and Material was mentioned as a path to capture new costs that may arise but squarely places the burden on the KTR which is subject to negotiation and a possible dispute. Additionally, the FAR states “The aggregate of the increases in any contract unit price made under this clause shall not exceed 10 percent of the original unit price.” It is suggested to try and mitigate any such changes that the government allow a coefficient to be utilized for known escalation over the 5 year period and the FAR be reserved for extreme cases of supply or labor inflation.
Response: The limit in FAR 52.216-4 has been revised. Please see attached Amendment.
3. Please provide As-Builts for electrical and aircraft grounding at the PEMB locations.
Response: Please see provided electrical as-built drawings, Attachment 8 included with Amendment 1.
Installing new grounding points for aircraft grounding is not part of this project therefore, a drawing showing existing aircraft grounding points is not provided for this project.
4. Please provide existing electrical panel locations and stub ups on the airfield for reference.
Response: See as-built drawings, Attachment 8 with Amendment 1, which show the electrical panel locations.
5. Can we assume that all electrical lighting will be salvageable for reuse in the proposal with a site survey to be completed at each mobilization to confirm actual reuse or a possible change order for new lighting based on actual conditions at the time of construction?
Response: Please see PWS paragraph 2.2.
6. The 332311 - Prefabricated Metal Building and Component Manufacturing leads the KTR to believe the intent is to utilize a pre-manufactured structure for this project. Requirement for proposal submission is to provide “Structural Design (Stamped by NC PE)” Typically PEMB manufacturers will not stamp a design unless the building is ordered. Please confirm the intent of the project to provide a PEMB structure and not a traditional steel framed structure. Additionally, please confirm the “Structural Design” refers to the entire design and perhaps not just the foundation plan.
Response: The NAICS was selected based on the Government’s assumption and market research that a PEMB could be provided. Contractors are free to purchase and construct shelters on their own. Proposal drawings do not need to be stamped but for construction, drawings must be stamped. The proposed design is for the entire structure.
7. Please confirm the Government does not desire galvanized structural steel members to be left unpainted in lieu of painted structural steel. This would be a best value to the Government in regard to longevity of the structural steel coating.
Response: Please see PWS paragraph 3.2.
8. 3.1.5 Provide and install horizontal lifeline fall protection system for each canopy in accordance with ANSI/ASSE standards. Question: Is it the intent of the Government to have access to the roof from a ladder system or just provide an engineered lifeline across the ridge of the facility. Please note the 10-year weather tightness roof warranty will not cover leaks at these penetrations.
Response: Lifeline is for working on aircraft. Roof access is not required.
9. Please confirm only PDF plans and cut sheets are required for proposal submission.
Response: PDF plans and cut sheets are sufficient for proposal submission. CADD drawings are required for construction drawings if deviating from existing canopy footprint.
10. Confirm required use of topography and survey information at each specific new and As- Built canopy location is required.
Response: Use of topography and survey information at each specific new and As- Built canopy location is required if deviating from existing canopy footprint.
11. Please confirm a new deliverable 100% IFC design document will need to be supplied to SJAFB at the award of each block of canopies with As-Built Data regarding specific topography and location information for all major disciplines. Should it be assumed that this cost should be considered in the LSPEMB pricing?
Response: If the design changes from previously approved design, a new 100% IFC design document will need to be supplied and approved prior to the change. CADD”s need to be provided after completion of each order. As-Built Data regarding specific topography and location information for all major disciplines. There is a line item under CLIN 0006 to annotate this potential cost.
12. Is it up to the KTR to provide a schedule for a single Canopy install including design and lead time from the PEMB manufacture? Section 6.1 in the PWS only outlines 1,825 days and does not specify.
Response: Please see “Instrs., Conds., and Notices to Offerors paragraph C. Part III Technical Proposal (v) Subfactor 2.
13. Reference picture of existing canopies?
Response: Picture not available. However, existing canopies are manufactured by Big top and API.
14. Reference concept picture of new Pre-Engineered Steel Aircraft Canopies?
Response: The Contractor is to provide the proposed concept/design with the proposal.
15. Request for As-built drawings of the existing flight line concrete, verify thickness of concrete.
Response: Drawings have been provided. Concrete is approximately 15” thick. See Attachment 4 to the initial solicitation and attachment 10 to Amendment 2.
16. Request for As-built drawings of the flight line electrical
Response: The Government has provided electrical as-built drawings. See Attachment 8 of Amendment 1.
17. Request for As-built drawings of the existing flight line canopies
Response: Additional as-builts are being provided.
18. Request for As-built drawings of the existing flight line canopy lightning protection
Response: The Government does not have as-built drawings for the existing flight line canopy lightning protection system available.
19. Request for As-built drawings of the existing striping
Response: As-built striping drawings are provided in the Electrical as-built drawings.
20. Are we to sandblast or water blast for columns and is there a re-striping plan?
Response: Water-blasting only. However, Contractor can black lines out for temporary work such as free zones etc. Markings that are added for temporary markings need to be removed completely once work is completed.
Clarification: The question below has to do with the removal of the existing paint stripping and replacing it with new striping. To obliterate the striping some bases allow sandblasting while others require water blasting only due to the dust. We are requesting clarification so we know how to price along with an as-built drawing so we can calculate the total quantity of paint stripping removal.
21. Will the layout for the canopies change at all?
Response: No change is anticipated in layout.
22. Can we receive more clarification on price increase clause?
Response: See additional information provided in Amendment 3.
23. What is the anticipated award date?
Response: Award is anticipated no later than 30 September 2021.
24. Can you please provide scope for the removal of canopies on-site?
a. Are we to save canopy material and if so, how should they be wrapped up?
Response: Shelters called out for demolition are to be removed and disposed of off base. Shelters called out for salvage, shall be inventoried, crated (sufficient for fork lift transport), and delivered to a location TBD on SJAFB.
25. Are existing anchors to be ground smooth?
Response: Yes, then treat with rust inhibitor.
26. The Scope of Work calls for using AFMAN 91-201 which will require cutting and removing concrete around each canopy to be able to install a continuous ground loop lightning protection system. The Scope of Work states to not disturb existing concrete. Will the AFMAN 91-201 be required which will cause disturbance to the existing concrete?
Response: Do not install a ground loops which would require excessive concrete cutting and removal. A continuous ground loop around aircraft shelters is not required for the lightning protection in accordance with AFMAN 92-201, Section 5H Lightning Protection System (LPS). The AFMAN 92-201 does permit a ground loop but does not require a ground loop since it states may be and does not state shall be. AFMAN 92-201 paragraph 5.23.6 states “Earth electrode systems may be concrete encased electrodes…grounding rods…..or combinations of these.” Do not install chemical grounds or salt water grounds. See UFC 3-575-01 para 3-3 titled “Grounding and Bonding for LPS” which permits LPS down conductors to be terminated to ground rods.
27. If AFMAN 92-201 is required, will steel dowels be allowed to tie the new concrete for the trench into existing concrete? Rebar can corrode, leading to spalls which cause ‘FOD’ (Foreign object and Debris). Dowels at joints are especially prone to this. The below configuration could eliminate the need for dowels. Will this solution be acceptable? We need to know if steel dowels will be allowed and, if so, will there be any placement specification as it relates to FOD. Are there any other construction limitation and/or requirements to mitigate FOD?
Response: AFMAN 92-201 is required but AFMAN 92-201 does not require a ground loop for a LPS. See previous response AFMAN 92-201 paragraph 5.23.6.
28. Is the existing concrete reinforced with steel or fibers?
Response: Most of the concrete slabs are not reinforced. Only small irregular shaped slabs are reinforced with steel.
29. If cutting the concrete is required, this could lead to small sections of existing concrete between joints to remain. To remove additional concrete would require more saw-cutting and concrete. Is this a situation that should be addressed before the bid or after since there is no way to address which areas this may occur?
Response: Typically concrete cutting should not be required. If cutting is required it will be addressed in individual cases.
30. If an existing canopy that has an electrical panel is removed, this will interrupt power for any other canopies associated with the panel. Will generators be required to provide power to the other canopies when power is interrupted? If so, what will the requirements be?
Response: Generators are not required.
31. Will PEMB drawings need to be submitted with the proposal?
Response: Drawings are required with the proposal that show sufficient detail IAW C. PART III Technical Proposal, subfactors 1 Conformance to Specifications and 2 Canopy Installation Plans and Schedule.
32. Will Electrical drawings need to be submitted with the proposal?
Response: No.
33. The SOW calls for an Underwriters Laboratory UL inspection for each canopy. Please confirm this requirement.
Response: Provide an Underwriters Laboratory UL Lightning Protection System (LPS) Inspection Certificate for each aircraft shelter as stated in the PWS.
34. The SOW calls for the demolition of the existing lightning protection systems. Will this require removal of the wiring and in ground rods below the concrete which will require concrete saw cutting, removal and replacement?
Response: The existing ground rods shall be cut off then ground flush with the adjacent surface and abandoned in place and treated with a rust inhibitor. Any LPS related wiring that may be underground below the concrete surface is to remain underground in the concrete. New ground rods will require round bore holes and not saw cutting to avoid spalling of concrete.
35. The SOW states for the Contractor to provide a civil survey with GPS and provide drawings and CADD drawings. Please confirm this requirement.
Response: Confirmed.
36. How many people will be required for onsite supervision to cover for Superintendent, SSHO, and QCM?
Response: This is up to the Contractor. Please see PWS Paragraph 4.8.
37. Will any type of runway barricades be required?
Response: Yes, a FOD fence and barricades shall be installed prior to any work. See Attachment 2, Specifications page 8.
38. CLIN 0006 clearly states the unit prices are for replacement use only in the event an existing item is unserviceable. Is it then to be assumed that the labor for these items will be covered in the base bid?
Response: Correct. The Contractor is already responsible for re-installing all items removed if they are serviceable. CLIN 0006 is only to purchase items that are not serviceable upon taking a shelter down.
39. The base bid for this project is well defined and includes the following DFOW: Take down a shelter, salvage as much as possible and put up a new shelter with the same general electrical layout. However, there is a second scenario that we do not see covered in the pricing document. The RFP suggests adding up to twelve (12) additional shelters that do not exist. The shelters that do not exist will be substantially higher priced as everything associated with there construction will be new. Please provide additional CLINS to cover Labor and Materials for NEW parts such as “ Electrical Ductbank” “Lighting Components” or provide a line item described as “Pricing for a NEW canopy with all NEW components and utilities as required.
Response: The proposed effort is to replace a maximum of 60. There are 57 existing shelters. Three empty locations as indicated on the drawings have electrical close by to where conduit can be run to them.
