Questions and Answers- 2 20 May 2021
1. Amendment 2 released on 5/14 significantly changes the sow as stated in the PWS relating to electrical and lighting protection (question 26) and effects electrical and shop drawings required for submission with our proposal. The current 6 business days given is not sufficient time to disseminate to our design and subcontractor teams to produce shop drawings and provide accurate pricing.
Response: IAW with Q&A 32 Electrical Drawings are not required.
1. Amendment 3 – PEMB suppliers will not hold pricing longer then 15 days currently so the proposing KTR must use historical data in price fluctuations and sound judgement to provide a fixed firm price which will be valid for 240 days as required per the RFP. The requirement for a PEMB price on the proposal date is not fair or reasonable to be a basis of an equitable adjustment since it is not valid past 15 days. Suggest the following method for a Best Value determination. “KTR to provide a PEMB quote with and explanation of methodology and escalators used to maintain pricing which is valid for 240 days as required by the RFP”
Response: See updates in Amendment 0004.
1. 4.4.1.D says “All drawings shall use the standard Seymour Johnson AFB project templates to include title block, this AUTOCAD title block was not provided in the last two Amendments and is a requirement for proposal submission. Please provide this title block to be incorporated into or proposal.
Response: This only applies if/when you submit CADD files and is not required with proposal submission.
